The following words, terms and phrases, when used in this chapter, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
INDIVIDUAL PARKING SPACE
A portion of the paved surface of the street of sufficient length and depth from the sidewalk curb to accommodate a vehicle to be parked as shall be specified and marked off.
NODES
Portions of granite, concrete or asphalt curb which extend out to the edge of the traveled way in a manner which prevents the parking of vehicles in such areas, and provides for sidewalk areas, landscaping or street furnishings.
ROAD AND STREET
Includes all roads, streets, and public ways within the City limits.
SCHOOL CROSSING
Painted crosswalks that are designated by signs placed at the location at appropriate times.
VEHICLE
Includes all kinds of conveyances for persons and for property except those used exclusively on tracks.

Unless a greater penalty is specifically provided in this chapter or in an applicable provision of the Maine Revised Statutes, any person found guilty of violating any provision of this chapter shall be punished by a fine of not less than $5 and not more than $100 for each offense, such fine accruing to the City.

It shall be unlawful for any person operating a motor vehicle to pass through an intersection controlled by a three-color traffic signal unless the signal facing the vehicle is green, except that a right turn on red after a full stop shall be permitted. In all instances in which a turn is to be made, any pedestrian in a crosswalk shall have the right-of-way.

(a) 
No person shall steal a ride upon a vehicle, and no person shall ride upon the rear of any vehicle without the consent of the person in charge thereof.
(b) 
Any person riding upon any bicycle, motor-cycle, coaster, sled, roller skates or toy vehicle shall not attach such device or himself to any moving vehicle upon any roadway.

(a) 
The driver of any vehicle, other than one on official business, shall not follow any fire apparatus driving in response to a fire alarm closer than 500 feet or drive into or park such vehicle within the block where the fire apparatus has been stopped in answer to a fire alarm.
(b) 
No vehicle shall be driven over any unprotected hose of the fire department when laid down on any street or private driveway to be used at any fire alarm or fire, without the consent of the fire department official in command.

(a) 
When traffic signals are in place and in operation, pedestrians shall have the right-of-way when in any crosswalk relative to any vehicle making a turning movement.
(b) 
When traffic control signals are not in place or in operation, the driver of a vehicle shall yield the right-of-way, slowing down or stopping if need be, to yield to a pedestrian crossing the roadway within any marked crosswalk or within any unmarked crosswalk at an intersection.
(c) 
Whenever any vehicle is stopped at a marked crosswalk or at any unmarked crosswalk at a intersection to permit a pedestrian to cross the roadway, the driver of any other vehicle approaching from the rear shall not overtake and pass any such stopped vehicle.
(d) 
Every pedestrian crossing a roadway at any point other than within a marked crosswalk, or within an unmarked crosswalk at an intersection, shall yield the right-of-way to all vehicles upon the roadway.
(e) 
Between adjacent intersections at which traffic control signals are in operation, pedestrians shall not cross at any place except in a marked crosswalk.
(f) 
Notwithstanding the provisions of this section, every driver of a vehicle shall exercise due care to avoid colliding with any pedestrian upon any roadway, and shall give warning by sounding the horn when necessary, and shall exercise proper precautions upon observing any child or any confused or incapacitated person upon a roadway.
(g) 
Pedestrians shall move on sidewalks wherever available.

No hedges, shrubbery, fences, walls, or other obstructions of more than 36 inches in height, measuring from the surface of the traveled way laterally adjacent to such obstructions, shall be permitted at intersections of public ways nearer than 30 feet either way, without the express permission of the City manager or the improvement plan adopted by the City council.

(a) 
No person shall drive or operate a vehicle of any type at a speed in excess of 15 miles per hour at any school crossing when appropriate signs are displayed.
(b) 
When a crossing guard is on duty, vehicles shall be operated in accordance with direction of the crossing guard.
(c) 
School crossings shall be located in the following places:
(1) 
Governor Anderson School, High Street.
(2) 
Governor Anderson School, Waldo Avenue.
(3) 
Pierce School, Church Street.
(4) 
Crosswalk, 3 High Street.
(5) 
Miller Street at School Street.
(6) 
Miller Street at Congress Street.
(7) 
Main Street crosswalk, near Cedar Street and Waldo Avenue.

(a) 
No driver of any vehicle shall turn such vehicle to the left where signs have been erected that prohibit such left turns.
(b) 
When exiting the service roadway which runs beside and northerly of the Mini-Mall on the westerly side of Starrett Drive, no driver shall make a left turn onto Belmont Avenue so as to travel in a westerly direction on Belmont Avenue.
(c) 
No driver shall make a left turn onto Main Street from a private lot located at Map 11, lot 180 (Bishop curb cut between 129 Main Street and 139 Main Street).

No driver of any vehicle shall enter Main Street from a private parking lot located at map 11, lot 180 (Bishop curb cut between 129 Main Street and 137 Main Street) by backing the vehicle out onto the street.

Upon the following streets and parts of streets and alleys, traffic shall move only in the indicated direction when signs indicating the direction of the traffic are erected and maintained at every intersection where movement in the opposite direction is prohibited:
(1) 
Westerly on Franklin Street from its intersection with Main Street to its intersection with Court Street.
(2) 
Easterly on Beaver Street from its intersection with Post Office Square to its intersection with High Street.
(3) 
Easterly on Spring Street from its intersection with Court Street to its intersection with High Street.
(4) 
Westerly on Vine Street from its intersection with High Street to its intersection with Waldo Avenue.
(5) 
Easterly on Field Street from its intersection with Waldo Avenue to its intersection with High Street.
(6) 
Southerly on Church Street from its intersection with High Street to Anderson Street.

Easterly on Pendleton Street from its intersection with High Street to its intersection with Cross Street.

Easterly on Federal Street from its intersection with Main and Cross Street to its intersection with Front Street.

At all times when the amber flashers are in operation on the "trucks snow detour when flashing" sign, located on the northerly side of Main Street between Market Street and Waldo Avenue, all traffic of vehicles with three or more axles traveling in a westerly direction on Main Street from its intersection with Market Street shall be prohibited from proceeding beyond the Waldo Avenue intersection and shall turn right onto Waldo Avenue and proceed northerly on Waldo Avenue to the route 1 bypass access ramp or Field Street, as appropriate, for access to Route 1 or Route 3. The amber flashers will be deemed to be in operation when they are flashing and have been activated by a duly authorized agent of the City.
