The Common Council of the City of Oneonta finds that the City
of Oneonta Municipal Airport is an important facility providing air
services to both the City and county and which requires supervision
and administration on both a day-to-day basis and for long-term planning.
To that end, the Common Council does herein establish an Airport Commission
to fulfill that need.
The City of Oneonta Municipal Airport Commission shall consist
of no fewer than five nor more than seven members.

The Mayor, subject to the approval of the Common Council, shall
annually in the month of January appoint such residents of the City,
or up to one nonresident, as may be necessary, to fill any vacancy
in the membership of said Commission. The Mayor may also fill, at
any time, by the same procedure, any vacancy, whenever such vacancy
shall occur. At no time shall there be more than one nonresident on
the Commission. Each person so appointed shall hold office for the
term of three years, except when appointed to fill a vacancy, and
in such case to fill the unexpired term caused by such vacancy.
The members of the Airport Commission shall serve without compensation
and they shall choose a chair from among its members by a majority
vote at the first meeting of each year, or at the next meeting after
a vacancy in the office has occurred.
The Commission shall:

Provide
recommendations to the Common Council regarding rules for the general
care, custody, management, maintenance and control of the airport,
and of all property pertaining thereto.

Propose
use, regulations, and fee structures to be applied at the airport.
C.Â
Propose
or apply to the state or federal government for public airport grants
or any other aid in cash or in kind, as well as apply to any private
or charitable organization for grants or aid, subject to the consent
of the Common Council.
D.Â
Act and
interact on behalf of the City with all regulatory agencies regarding
the airport. The Commission shall not have the power to bind the City
in any manner beyond the scope of its own budget.
E.Â
Generally
promote the use of the airport for the benefit of the City and the
region.
The Commission shall meet at least monthly, or at such other
times as may be deemed necessary or beneficial by mutual agreement
or upon notice by the Chair.
It shall be the duty of the Airport Commission to make an annual
report to the Common Council as set forth in the City Charter.
