It is the intent, purpose and scope of this chapter to provide
for the designation of fire lanes wherever it appears that parking
congestion may create a hazard by impeding the free movement of firefighting
equipment, anywhere within the Township of Aleppo, on public or private
property. Said chapter shall be known as the "Fire Lane Ordinance."
As used in this chapter, the following words shall have the
meanings set forth below:
The Aleppo Township Volunteer Fire Chief, or such a person
appointed by him for the enforcement and administration of this chapter.
The Township of Aleppo in Allegheny County, Commonwealth
of Pennsylvania.
The Fire Chief shall have the power to designate fire lanes
anywhere within the Township on private or public property where he
or she deems that parking congestion may create a hazard by impeding
the free movement of firefighting equipment. The Fire Chief may consult
any other Township official or consultant in making such designation.
Such fire lanes shall be marked in such a fashion as to indicate their
location and posted with NO PARKING FIRE LANE signs. Parking shall
be prohibited within the designated fire lanes.
The Township Secretary or his or her designee shall prescribe
and issue all forms necessary for the administration of this chapter.
The Aleppo Township Police Department shall be responsible for the
enforcement of this chapter, including causing vehicles parked in
violation hereof to be towed, at the owner's expense, or ticketed,
or both. In addition, the Fire Chief or duly authorized Fire Company
representative as may be in charge at the scene of a fire or other
emergency may take necessary measures to remove any vehicle or object
interfering with the efficient operation of the Fire Department or
other emergency response personnel.
Signs shall be clearly and conspicuously posted to give the
public lawfully enforceable notice of fire lanes. Cost of these signs
shall be paid by the Township, except where the signs are erected
because of new construction, in which case the owner or developer
thereof shall pay costs.
All fire lanes shall have a minimum width of 15 feet and shall
be outlined in the following paint or other material.
No person shall park a vehicle or permit it to stand, whether
attended or unattended, within the state-mandated minimum distances
of any fire hydrant, whether the hydrant is located on a public highway,
upon a private road or on private property.
Whoever violates this chapter or any of its provisions is guilty
of a summary offense and shall, upon conviction, be sentenced to pay
a fine of not more than $300.
