[HISTORY: Adopted by the Township Committee of the Township of Morris 11-11-1970 by Ord. No. 33-70 (Ch. 35 of the 1969 Code). Amendments noted where applicable.]
No car wash in the Township of Morris shall operate or be open for the use of the public or for any other purposes between the hours of 1:00 a.m. and 6:00 a.m., prevailing time.
Every car wash in the Township of Morris shall have an operator in attendance at said car wash at all times that the same is open to the public.
Every car wash operating in the Township of Morris shall be under the control of the Chief of Police of the Township of Morris or his duly appointed deputy for purposes of determining traffic hazards both on and off site, and when, in the opinion of the Chief of Police, it is necessary for the public health, safety and welfare that said traffic be controlled by a police officer, then and in that case, and when so directed by the Chief of Police, the owner or operator of said establishment shall hire off-duty policemen or special police of the Township of Morris and shall pay the same at the prevailing wages paid by the Township of Morris for similar services, for the purpose of having such policeman control and direct the traffic as required by the Chief of Police.
No car wash operating in the Township of Morris shall cause to be deposited in the streets or highways of the Township of Morris any water, fluid, chemicals, debris or other matter from motor vehicles using said facilities, and if any of said substances are found on the street or highways of the Township, then the Chief of Police of the Township of Morris, if he finds the same to be a hazard or nuisance to the traffic on said highways, may, in his discretion, cause said nuisance to be abated or otherwise controlled, and the cost of the same shall be paid for in full by said owner or operator.
Any person or persons violating any of the provisions of this chapter shall be punishable as provided in § 1-3, General penalty, of this Code.
