The city establishes and creates a Vacant Property Review Committee to take all such action authorized by the Urban Redevelopment Law[1] to assist the Redevelopment Authority of the City of Coatesville.

The Vacant Property Review Committee shall be comprised of five members. One of the members shall be a City Council member appointed by the City Council President. The second member shall be a member of the Redevelopment Authority as appointed by the City Council President. The third member shall be a member of the Coatesville Planning Commission as appointed by the City Council President. The fourth member shall be an executive officer from the executive branch of the city appointed by the City Manager. The fifth member shall be an adult resident of the City of Coatesville appointed by the City Council President.
Four members of the aforementioned Vacant Property Review Committee will each serve for a period of four years and will initially serve in staggered terms in such a manner that at least one term of office expires annually, the first term of office to expire being the member of City Council (whose term will expire after one year), the second term of office to expire being the Redevelopment Authority member, the third term of office to expire being a member of the Planning Commission and the fourth term of office to expire being the appointed resident of the City of Coatesville. The designated executive officer will not serve for any term but shall be the City Manager or his designee.
All persons appointed to the Vacant Property Review Committee shall serve their full terms, or until their successors are appointed, unless they voluntarily resign or are removed by the City Council for dereliction or negligence of duty.
Any vacancy in the Vacant Property Review Committee occurring otherwise than by expiration of a term shall be filled in the same manner as the original appointment and shall be for the unexpired term.
All members of the Vacant Property Review Committee will serve without pay.
A. 
The Vacant Property Review Committee shall appoint from its membership a Chairperson and such other officers as it may deem necessary for the orderly procedure of its business and will adopt bylaws, rules and regulations covering its procedures, as necessary.
B. 
Attendance.

(1) 
Any member of the Vacant Property Review Committee absent from three or more consecutive regular meetings of the Vacant Property Review Committee without an approved leave of absence granted by the City Council after public hearing and prior written notice thereof shall be removed from the Vacant Property Review Committee by the City Council of the City of Coatesville.
(2) 
Any member of the Vacant Property Review Committee absent from 20% or more of the regularly scheduled meetings of the Vacant Property Review Committee within any one-year period shall be notified in writing by the City Manager acting on behalf of the City Council of the attendance requirements of this subsection. Any member of the Vacant Property Review Committee who is absent from 20% or more of the regularly scheduled meetings within a one-year period shall thereafter be removed for cause from such position by the City Council with prior written notice after public hearing unless such member resigns in writing or waives the public hearing in writing.
(3) 
Any member of the Vacant Property Review Committee may be removed for cause as determined by the City Council after public hearing and prior written notice thereof.
(4) 
The provisions of this subsection shall not preclude the removal of any member of the Vacant Property Review Committee without cause by the City Council when authorized by state law, City Charter or City ordinance.
The Vacant Property Review Committee shall hold regular meetings, including work sessions and at least one public meeting each quarter. All public meetings shall be held in accordance with the Sunshine Act.[1]

The Vacant Property Review Committee shall have all powers conferred upon it by the Urban Redevelopment Law[1] to provide assistance to the Redevelopment Authority of the City of Coatesville and the City of Coatesville.

Nothing in the bylaws, rules and regulations of the Vacant Property Review Committee shall vest in it any powers, responsibilities or duties not herein authorized.
