Any telephone and/or electric service lines provided in or for any subdivision, new construction or additions to or enlargements of existing buildings, on or after the effective date of this article, shall be placed underground entirely throughout any such subdivided area, or leading to such new construction and such existing building. Said telephone and/or electric service lines shall be placed in accord with the requirements of § 109-2 below.
Where telephone and electric service lines are placed underground as required in § 109-1 above, said conduits or cables shall be placed within easements or dedicated public ways or over the realty served in a manner which will not conflict with other underground services. Further, all transformer boxes shall be located so as not to be unsightly or hazardous to the public.
