No person residing within the Village or whose principal offices are within the Village shall use or permit or authorize to be used any motor vehicle on any street, avenue, alley, or other public way within the Village without obtaining in advance a license for that vehicle and paying the fee required in Article V of this chapter. No person residing within the Village or whose principal offices are within the Village shall be exempt from the operation of this chapter, nor released from the payment of the required license fee, by reason of the registering of an automobile or other vehicle in a municipality other than the Village of Bannockburn or in another state or sovereignty beyond the jurisdiction of the State of Illinois. If such automobile or other vehicle is used or operated on the public ways of the Village, then it shall be subject to the provisions of this chapter, even though it has been registered in some other jurisdiction outside of the Village or state. No vehicle shall be licensed under this section unless it first has been properly licensed by the State of Illinois.
No vehicle owned by the Village of Bannockburn or the County of Lake, no motor vehicle used exclusively by School District 106 for the transport of pupils to and from schools, and no vehicle owned by a member of the military service present in Illinois by reason of military orders shall be subject to the provisions of this article.

A. 
Beginning October 1, 1997, licenses shall be valid for the period beginning October 1 and ending September 30 of the following calendar year (the "license year"). Licenses shall be made available beginning on August 31 preceding the license year for which they are issued. The license fee shall be due and payable in advance before October 1 of the license year; provided, however, that where the applicant has acquired a motor vehicle on or after October 1 or established residency within the Village on or after October 1 in any license year, the license fee shall be due and payable within 30 days after such acquisition or establishment of residency.
B. 
In the event that a license fee is not timely paid in accordance with the requirements of this section, additional license fees shall be paid in accordance with the Bannockburn Fee Schedule (the "additional license fee"); provided, however, that the additional license fee for a motor vehicle license pursuant to this subsection shall not exceed $60. The additional license fee shall be in addition to any penalties that may be imposed for failing to obtain a motor vehicle license in accordance with this article.

In accordance with the requirements of § 159-10 of this chapter, when the license is issued, the Village Clerk shall deliver to the licensee a metal plate or a sticker reflecting any pertinent licensing information as the Village may designate. Any such metal plate shall be fastened in a conspicuous place on the front or right side of the licensed vehicle. Any such sticker shall be affixed in the lower right corner of the windshield, approximately one inch from the right, lower corner of the windshield frame, of the licensed vehicle. No person shall use or permit to be used any licensed vehicle unless the plate or sticker is affixed as required in this section. If the vehicle to which the plate or sticker is affixed is sold, that plate or sticker may be transferred to another vehicle of the same fee category on proper application to the Village Clerk and payment of a fee as set forth in the Bannockburn Fee Schedule.
A. 
It shall be unlawful for any person to use or display or to give, sell, or otherwise furnish to another a Village motor vehicle license not lawfully issued to him for use upon a vehicle for which it was not issued.
B. 
It shall be unlawful for any person to knowingly falsify any application to obtain a Village motor vehicle license.
