A. 
License requirement. No person shall keep, harbor, or otherwise maintain a horse or pony within the Village, whether on a year-round or seasonal basis, without obtaining a license therefor and paying the fee required in Article V of this chapter. The keeping of any unlicensed horse or pony required by this section to be licensed is hereby declared to be a public nuisance.
B. 
Additional application requirements. In addition to the requirements of Article I of this chapter, the application for a license under this section shall contain the name and address of the owner and the breed, color, sex, name, and age of the horse or pony to be licensed. The application also shall contain a description of the premises provided for the keeping of such horse or pony.
C. 
Availability of license. Beginning September 1, 1993, horse and pony licenses will be valid from September 1 through August 31 of the next calendar year. Licenses will be available beginning August 1 for the year in which they are to be issued. The license fee shall be due and payable in advance of the first day of September of each year, or for a resident applicant acquiring a horse or pony after September 1, or an applicant establishing residence within the Village after September 1, the license shall be due and payable within 15 days after such acquisition or establishment of residence.

D. 
Regulations.
(1) 
The applicant for a horse or pony license under this section shall provide fit and suitable premises and facilities for the keeping of such horse or pony. Such premises and facilities shall be maintained at all times in a clean and sanitary condition, and shall at all times comply with all Village ordinances applicable to such premises or facilities.
(2) 
Every structure intended for the keeping of a horse or pony shall comply with Chapter 260, Zoning, of the Village Code and with all applicable Village ordinances regulating the construction of such structures.[1]
