A.
Whenever
the Mayor or City Administrator, or person acting in his/her stead,
finds on the basis of falling snow, sleet, or freezing rain that weather
conditions will make it necessary that motor vehicle traffic be expedited
and that parking on City streets be prohibited or restricted for snow
plowing and other purposes, the Mayor or City Administrator, or person
acting in his/her stead, shall put into effect a parking prohibition
on parts of or all Snow Emergency Routes as necessary by declaring
such an emergency in the manner described in this Chapter.
B.
Once
in effect, a prohibition under this Chapter shall remain in effect
until terminated by announcement of the Mayor or City Administrator,
or person acting in his/her stead, in accordance with this Chapter.
While said prohibition is in effect, it shall be unlawful for any
person to park or allow to remain parked any vehicle on any portion
of a snow emergency route to which said prohibition applies.

No person or persons engaged in the removal of snow or ice on
driveways or parking lots shall deposit such snow or ice in the streets
or any public ways for vehicular or pedestrian traffic after the snow
has been removed from the public ways for vehicular or pedestrian
traffic.

The Mayor or City Administrator, or person acting in his/her
stead, shall cause each declaration made by him/her pursuant to this
Chapter to be publicly announced by means of broadcast or telecast
from a station with normal operating range covering the City, and
may cause such declaration to be further announced in newspapers of
general circulation when feasible. Each announcement shall describe
the action taken by the Mayor or City Administrator, or person acting
in his/her stead, including the time it became or will become effective,
and shall specify the streets or areas affected. Such a declared emergency
shall not become effective until at least three (3) hours after the
first (1st) announcement has been made between 6:00 A.M. and 11:00
P.M. in accordance with this Section.

Whenever the Mayor or City Administrator, or person acting in
his/her stead, shall find that some or all of the conditions which
give rise to a parking prohibition or traffic emergency in effect
pursuant to this Chapter no longer exist, he/she may declare the prohibition
or emergency terminated, in whole or in part, in a manner described
by this Chapter effectively upon announcement.

On each street or section of a street designated by this Chapter
as a Snow Emergency Route, the City Administrator shall cause to be
posted special signs at intervals not exceeding five hundred (500)
feet with the wording: "Snow Emergency Route". These signs shall be
distinctive and uniform in appearance and shall be plainly readable
to persons traveling on the street or highway.

In the event of a violation of this Chapter, the Chief of Police
is hereby empowered to direct such offending vehicle or vehicles to
be towed either out of the area involved or to an approved storage
area, and the cost of such towing and storage shall be assessed against
the offending vehicle, its owner, or operator.
