Connections with water and gas mains or sewers must, in all cases, be made by tunneling under the curbing and guttering at a depth of not less than thirty-six (36) inches below the top of the curbing and, in no case, shall the curbing or guttering be removed or interfered with.

Every pipe or connection laid through the streets, avenues or alleys of the City shall lay at a depth not less than thirty-six (36) inches below the surface of any such street, avenue or alley. It shall be the duty of every person being the owner or lessee of pipes or connections laid through the streets, avenues or alleys of the City, within thirty (30) days from the passage and approval of any ordinance making a change in grade of any such street, avenue or alley, to lower the pipes or connections to comply with the terms of this Section.

Every person who may make or cause to be made an excavation, or shall pile or cause to be piled any material, in, upon, under, near, along or adjoining any street, avenue, sidewalk, alley or other public place shall cause the same to be enclosed with good, substantial and sufficient barriers, not less than three (3) feet high, and during the nighttime shall place a red light or flare at each end of such excavation or material, in such a position as to be seen by persons approaching the same. The lights shall be kept burning from one hour (1) before sunset to one (1) hour after sunrise.

It shall be unlawful for any person to plant trees in any street, alley or parkway. If any person shall plant any tree in any street, alley or parkway, he/she shall be deemed guilty of an ordinance violation.
