A. 
Regular meetings of the Board of Trustees shall be held on the second Monday of each month at 7:00 p.m. at the Bannockburn Village Hall, 2275 Telegraph Road, unless such date is a holiday, in which event the meeting shall be held on the Tuesday following the holiday or as otherwise approved by the Board of Trustees. Notice of regular meetings shall be provided in accordance with the Open Meetings Act (5 ILCS 120/1 et seq.).

B. 
Special meetings of the Board of Trustees may be called by the Clerk pursuant to the order of the President of the Village or pursuant to the written request of any three members of the Board of Trustees.
C. 
A majority of the Trustees elect shall constitute a quorum to do business, but a smaller number may adjourn from time to time and may compel the attendance of absentees under such penalties as may be prescribed by ordinance.
D. 
The President of the Village shall preside at all meetings of the Village Board at which he or she may be present, and when he or she is absent, the Chairman pro tempore elected by the Board of Trustees shall preside at such meeting.
E. 
All meetings of the Board of Trustees shall be open to the public.
F. 
No person other than the President or a member of the Board of Trustees shall address the Board at any regular or special meeting, except upon the consent of a majority of the members present.
G. 
Roberts Rules of Order shall govern the deliberations of the Board of Trustees, except when in conflict with the statutes of Illinois or these rules of procedure.
A. 
The Clerk shall keep a journal of the proceedings of the Board of Trustees and shall enter on the journal the vote by "yeas" and "nays' on the passage of all ordinances and on all propositions to create any liability against the Village or for the expenditure or appropriation of Village funds, and in all other cases at the request of any member of the Board of Trustees.
B. 
Votes required; abstentions. The number of votes required to pass any ordinance, resolution or motion pending before the President and Board of Trustees of the Village of Bannockburn shall be as required by state statute. Where no state statute specifies the number of votes required, the affirmative vote of those voting shall be necessary. In determining the number of votes in favor of any proposition, only a vote of "yea," "aye" or "yes" shall be counted as an affirmative vote. Votes of "abstain," "pass," or "present" or a refusal to vote shall not be counted as concurring in the vote or votes of any other members of the Board of Trustees but, rather, shall be ignored in determining both the number of affirmative votes and the number of negative votes on a proposition.

C. 
No vote of the Board of Trustees shall be reconsidered or rescinded at a special meeting unless at such meeting there be present as large a number of members of the Board as were present when such vote was taken.
D. 
Any report of a committee of the Board of Trustees shall be deferred for final action thereon to the next regular meeting of the Board after the report is made, upon the request of any two Trustees present.
E. 
All ordinances passed by the Board of Trustees shall, before they take effect, be deposited in the office of the Clerk of the Village, and if the President of the Board approves thereof he or she shall sign the same; and such as he or she shall not approve he or she shall return to the Board of Trustees with his or her objections thereto in writing at the next regular meeting of the Board occurring not less than five days after the passage thereof. Such veto may extend to any one or more items of appropriation contained in any ordinance making an appropriation, or to the entire ordinance; and in case the veto only extends to a part of such ordinance, the residue thereof shall take effect and be in force. But in case the President shall fail to return any ordinance with his or her objections thereto by the time aforesaid, he or she shall be deemed to have approved such ordinance, and the same shall take effect accordingly.
F. 
On the return of any ordinance by the President, the vote by which the same was passed shall be reconsidered by the Board of Trustees, and if after such reconsideration 2/3 of the entire Board shall agree by "yeas" and "nays" to pass the same, it shall go into effect notwithstanding the President may refuse to approve thereof. The vote to pass the same over the President's veto shall be taken by "yeas" and "nays," and entered on the journal.
The order of business at meetings of the Board of Trustees shall be as follows:

Approval of minutes of previous meeting or meetings.
C. 
Reports of Village officers.
D. 
Presentation of bills.
E. 
Presentation of communications and petitions.
F. 
Unfinished business from previous meetings.
G. 
Reports of standing committees.
H. 
Reports of special committees.
I. 
Other business.

All ordinances imposing any fine, penalty, imprisonment or forfeiture, or making any appropriation, shall, after they are passed, 1) be printed or published in book or pamphlet form; or 2) be published at least once, within 30 days after passage, in one or more newspapers published in the Village, or if no newspaper is published therein, then in one or more newspapers with a general circulation within the Village. No such ordinance shall take effect until 10 days after it is so published. All other ordinances, orders and regulations shall take effect from and after their passage, unless otherwise provided therein.
A. 
These rules of procedure, except where prescribed by statute, may be suspended at any time by the consent of 2/3 of the members present at any meeting.
B. 
These rules of procedure may be amended at any regular or special meeting of the Board of Trustees by the vote of a majority of the members present at such meeting, provided that notice of the proposed amendment shall have been given to each of the members of the Board at least 10 days before such meeting.
A. 
From the members of the Board of Trustees there may be appointed such committees as shall be established from time to time. The chairpersons and members of the committees of the Board of Trustees shall be appointed and vacancies therein filled by the President by and with the consent and advice of the Board of Trustees.

B. 
All ordinances and resolutions introduced by any member shall be referred by the President for consideration by the appropriate committee as indicated by the designation thereof, provided that in any case the Board of Trustees may overrule such action of the President and by a majority vote designate the particular committee to act.
