There is hereby created the Office of Village Treasurer. The
President shall designate one of the members of the Board of Trustees
as Finance Commissioner, and such Finance Commissioner shall hold
the office of Treasurer ex officio.[1]

A.
The Treasurer shall perform such duties as may be prescribed for
him or her by statute or by ordinance. He or she shall receive all
money paid into the Village, either directly from the person paying
the money or from the hands of such other officer as may receive it,
and he or she shall pay out money only on vouchers or orders properly
signed by the Village Clerk and by the President. He or she shall
be the Collector for all money due under special assessments, and
he or she shall keep a separate and complete record of all money so
received.
B.
He or she shall deposit the Village funds in such depositories as
are selected from time to time by the President and Board of Trustees,
and he or she shall keep the deposit of Village money separate and
distinct from his or her own money, and shall not intermingle his
or her own money with the Village money, and he or she shall not make
private or personal use of any money belonging to the Village.
C.
The Treasurer shall keep the records showing all money received by
him or her, showing the source from which it is received and the purpose
for which it is paid; and he or she shall keep records at all times
showing the financial status of the Village.
D.
The Treasurer shall keep such books and accounts as may be required
by the Board of Trustees, and shall keep them in a manner required
by the Board of Trustees.
E.
The Treasurer shall make monthly reports to the Board of Trustees
showing the state of the finances of the Village, and the amount received
and spent during the month, which reports shall be filed in the office
of the Clerk. The Treasurer shall make an annual report in accordance
with applicable law with the total amount of all receipts and expenditures
of the Village and his or her transactions as Treasurer during the
preceding fiscal year.

F.
The Treasurer shall keep a register of all warrants, bonds or orders
filed with him or her or paid by him or her, and all vouchers, as
is required by statute.
G.
All functional responsibilities of the Treasurer are hereby delegated
to the Village's Finance Director/Budget Officer, whose performance
shall be subject to oversight by the Board of Trustees (including
the Finance Commissioner). To the extent that any law or requirement
necessitates the signature of the Village Treasurer, then the Treasurer
shall provide such signature upon consultation with the Finance Director/Budget
Officer, and the Treasurer shall be entitled to rely on the Finance
Director/Budget Officer without independent inquiry. The Village shall
obtain any required faithful performance bond on behalf of the Treasurer.
