[R.O. 2011 §70.010]
There is hereby established a Fire Department for the City, which shall consist of a Chief, one (1) Assistant Chief, and such organized volunteer firemen as may be enrolled by the Chief.

A. 
The City of Savannah Fire Department shall perform the following duties:
1. 
The Fire Department shall have charge of the fire apparatus and shall keep the same in good order for immediate use, and for more effectually perfecting the firemen in discharge of their duties, shall as often as practicable, thoroughly test the condition of the fire-fighting apparatus.
2. 
Answer any and all fire calls within the City of Savannah.
3. 
Answer fire calls outside the City limits of Savannah only in the following situations:
a. 
If the Fire Chief believes it is necessary for the Fire Department to move any apparatus outside the City limits when fire threatens to engulf property inside the City, he/she may do so, and his/her decision shall be final.
b. 
Where the City of Savannah has executed a contract with a fire district, or other political subdivision authorizing fire-fighting service within such district or subdivision.
c. 
Where the Fire Chief believes protection for the City will not be significantly impaired and consent of the Mayor or City Administrator is obtained.
4. 
Upon arrival at any fire, the fire-fighting personnel shall take all necessary and proper action to extinguish such fire as quickly as possible and with the least damage possible. The department shall take all reasonable steps necessary under the circumstances to prevent the spread of the fire and damage to adjoining property.

The firemen shall be under the immediate control and direction of the Fire Chief, and upon an alarm of fire shall without unnecessary delay report to the endangered premises with the appropriate fire apparatus.
