[HISTORY: Adopted by the Board of Supervisors of the Township of West Manheim 4-3-1997 by Ord. No. 3-1997. Amendments noted where applicable.]
The Board of Supervisors of West Manheim Township hereby creates the office of Township Manager.
A. 
Appointment.
(1) 
The Township Manager shall be appointed by a majority vote of the Board of Supervisors.
B. 
Term.
(1) 
The Township Manager shall be employed by the Township for an indefinite term.
(2) 
The Township Manager shall serve in the position of Township Manager until his successor is appointed and qualified, unless:
(a) 
The Township Manager is removed by the Board of Supervisors by a majority vote of the Board of Supervisors; or
(b) 
The Township Manager submits a written resignation to the Board of Supervisors.
A. 
Resolution. Compensation for the Township Manager shall be set forth in a resolution adopted by a majority of the Board of Supervisors.
B. 
Source of compensation. Compensation for the Township Manager shall be paid out of the general fund of the Township; however, a portion of the Township Manager's salary shall be reimbursed to the Township's general fund from the West Manheim Township Water Authority, per the aforementioned resolution.

The person appointed to the position of Township Manager shall be chosen on the basis of executive and administration abilities.
The Board of Supervisors delegate, subject to recall, the following nonlegislative powers and duties:
A. 
The Township Manager is directly responsible to the Board of Supervisors and charged with the responsibilities of carrying out the policies and directives of the Board of Supervisors.
B. 
The Manager is responsible for the general day-to-day operations and administration of the Township.
C. 
The Manager shall prepare and submit to the Board an annual budget including capital improvement programs.
D. 
The Manager shall attend all Township meetings and serve as liaison between the Board and all Township authorities, commissions and committees.
E. 
The Manager will oversee all matters relating to zoning; code enforcement; road, building and water maintenance and the enforcement of all pertaining ordinances, resolutions and directives.
F. 
The Manager will serve as the Purchasing Officer of the Township for all departments and entities.
G. 
The Manager shall review all ordinances, audits, and budgets as prepared by others.
H. 
The Manager shall review and comment on all plans and drawings submitted to or for the Township and make recommendations to the Board of Supervisors.
I. 
The Manager shall direct all office staff and develop, oversee, and administer Township personnel policies, procedures, and programs for all Township employees under the direction of the Board of Supervisors.
J. 
The Manager shall originate, maintain, and supervise performance and faithful execution of all federal, state, local, and private contracts and business contracts with the Township.
A. 
Approval of Supervisors. The Manager shall post bond with the corporate surety in an amount approved by the Board of Supervisors.
B. 
The fee for the bond shall be paid by the Township.
A. 
Personal interests. The Manager shall have no personal interest, direct or indirect, in any contracts with the Township.
B. 
Other Township offices. The office of Township Manager is not incompatible with the office of Township Secretary, Township Treasurer or any other Township office or employment, except that of Supervisor, Auditor or Township Police Officer.[1]
