A Board of Health in and for the City of Pittston be and the same is hereby created, to have, exercise and discharge the powers and duties given under Section 1, Article XI, of an Act of Assembly entitled "An Act providing for the incorporation, regulation and government of Cities of the Third Class," approved June 27, 1913,[2] and such other acts of Assembly of this commonwealth as
relate to creation and management of boards of health. The Board will
oversee and direct the Health Officer.[3]
The Board shall be composed of five members appointed by the
City Council for five-year staggered terms of office. Vacancies during
a term shall be filled for the remainder of the original term.
The City Administrator shall be ex officio Secretary of the
said Board of Health. The Secretary shall keep a registry of all fees
received by the Board or any officer thereof in the administration
of the duties of their appointments and also all penalties which shall
be recovered for the violation of any regulation of the Board, and
the same shall be paid over monthly to the City Treasurer.
