No person shall keep a mobilehome within the Village. However, this section shall not prevent the keeping of mobilehomes within the Village for 48 hours from the time such mobilehomes first arrives in the Village, provided during such time adequate water supply and adequate toilets are available at all times, either day or night, to the occupants of the mobilehome.

No person shall cause to be removed the wheels or any similar transporting device from a mobilehome, or otherwise permanently affix it to the ground. No person shall alter an automobile trailer or house car for the purpose of conversion to a dwelling unit or to a mobilehome.

This chapter shall not prohibit any resident owner of a mobilehome on the effective date of this section from continuing to park such mobilehome in the Village or from replacing such mobilehome, provided the owner of any mobilehome shall provide sanitary facilities which shall include a safe water supply and toilet within 100 feet of the mobilehome, and shall file a statement, with the Village Clerk of permission from the owner of the lot, parcel or piece of ground on which the mobilehome is situated, for their use and of their type with reference to the mobilehome. A like statement as to their type with reference to the mobilehome shall be filed by any person owning the lot, piece or parcel of ground as well as the mobilehome situated thereon.

For the purpose of making inspections and securing enforcement, the Chief of Police or any police officer, the health officer, the chief of the fire department and Building Inspector or their agents, may enter on any premises on which a mobilehome is located and inspect the same and all accommodations connected therewith at any reasonable time.
