In accordance with N.J.S.A. 4:19-15.2, any person who shall
own, keep or harbor a dog of licensing age shall, in the month of
January and annually thereafter, apply for and procure from the Clerk
of the municipality or other official designated by the governing
body thereof to license dogs in the Township a license and official
metal registration tag for each such dog so owned, kept or harbored
and shall place upon each such dog a collar or harness with the registration
tag securely fastened thereto.

In accordance with N.J.S.A. 4:19-15.12, as amended, there is
hereby established an annual dog license fee of $15 for each dog licensed
which is spayed and/or neutered and an annual fee of $18 for each
dog that is not spayed and/or neutered, which said fee shall be in
addition to the sum of $1 for the registration tag of each dog, as
prescribed by statute. In addition thereto, there shall be collected
all fees otherwise permitted or required to be collected, pursuant
to Title 4 of the New Jersey Revised Statutes.

Any person who shall fail to apply for and secure a license
for any dog required to be licensed by statute within the time required
shall pay, in addition to the license fee and the registration tag
fee, a late charge which shall be in the amount of $20 for each such
dog.
Except as modified above, in all other matters and respects, all of the provisions of Chapter 19 of Title 4 of the Revised Statutes of the State of New Jersey, Article 2, are applicable to all persons in the Township of Morris.
Any person who violates any of the provisions of this article
or fails or refuses to comply with any of the provisions hereof shall
be liable to a fine of not more than $200 for each and every offense
or imprisonment for a period not exceeding 90 days, or both, in the
discretion of the Judge imposing such fine or imprisonment.
This article shall take effect on January 1, 1980.

The purpose of this article is to establish requirements for
the proper disposal of pet solid waste in the Township of Morris,
so as to protect public health, safety and welfare, and to prescribe
penalties for failure to comply.
For the purpose of this article, the following terms, phrases,
words and their derivations shall have the meanings stated herein,
unless their use in the text of this article clearly demonstrates
a different meaning. When not inconsistent with the context, words
used in the present tense include the future, words used in the plural
number include the singular number, and words used in the singular
number include the plural number. The word "shall" is always mandatory
and not merely directory.
The pet solid waste is removed at once, without delay.
Any person who shall possess, maintain, house or harbor any
pet or otherwise have custody of any pet, whether or not the owner
of such pet.
Any individual, corporation, company, partnership, firm,
association, or political subdivision of this state subject to municipal
jurisdiction.
A domesticated animal (other than a disability assistance
animal) kept for amusement or companionship.
Waste matter expelled from the bowels of the pet; excrement.
Placement in a designated waste receptacle, or other suitable
container, and discarded in a refuse container which is regularly
emptied by the municipality or some other refuse collector; or disposal
into a system designed to convey domestic sewage for proper treatment
and disposal. Disposal into a storm drain or stormwater system is
strictly prohibited.
All pet owners and keepers are required to immediately and properly
dispose of their pet's solid waste deposited on any property,
public or private, not owned or possessed by that person. On any property
owned or possessed by that person, all pet owners and keepers are
required to properly dispose of their pet's solid waste at a
frequency of at least weekly or more frequently if necessary to prevent
a public health nuisance.
Any owner or keeper who requires the use of a disability assistance
animal shall be exempt from the provisions of this article while such
animal is being used for that purpose.
The provisions of this article shall be enforced by the Police
Department, Animal Control Officer and the local Board of Health of
the Township of Morris.
Any person violating any provision of this article shall be
liable to a fine of not less than $50 nor more than $500 for each
offense, together with the costs of prosecution. A separate offense
shall be deemed committed on each day or part of each day during which
a violation occurs or continues.
