The State traffic laws regulating the speed of vehicles shall
be applicable upon all streets within the City, except that the City
may by ordinance declare and determine upon the basis of engineering
and traffic investigation that certain speed regulations shall be
applicable upon specified streets or in certain areas, in which event
it shall be unlawful for any person to drive a vehicle at a speed
in excess of any speed so declared when signs are in place giving
notice thereof.
The City Traffic Engineer is authorized to regulate the timing
of traffic signals so as to permit the movement of traffic in an orderly
and safe manner at speeds slightly at variance from the speeds otherwise
applicable within the district or at intersections and shall erect
appropriate signs giving notice thereof.

A.Â
No person
shall operate or drive a motor vehicle (except emergency vehicles
on emergency runs) or any other conveyance on any street, boulevard,
thoroughfare or public way in this City at any time at a rate of speed
in excess of twenty-five (25) miles per hour except as a greater or
lesser speed is hereinafter provided for certain streets, boulevards,
thoroughfares, areas or public ways in the City except as a greater
or lesser speed is hereinafter provided for certain classes and types
of motor vehicles and other conveyances.

No person
shall operate or drive a motor vehicle at a rate of speed in excess
of that indicated upon the following streets or highways or within
the following areas. See Schedule I of this Title.
2.Â
No person
shall operate or drive a motor vehicle or other conveyance within
three hundred (300) feet of any public or private school at a rate
of speed in excess of fifteen (15) miles per hour.
3.Â
It shall
be unlawful for any person unnecessarily to drive at such a slow speed
or in such position on the roadway as to impede or block the normal
and reasonable movement of traffic.
4.Â
Temporary reduced construction zone speed limits.
a.Â
The
Street Superintendent is hereby authorized to establish temporary
reduced speed limits within temporary construction traffic control
zones. The temporary reduced speed limits shall be implemented when
the City Street Superintendent or the Missouri Department of Transportation
determines that the permanent speed limits set for the area under
construction are neither reasonable nor safe under the existing conditions.
b.Â
Any
temporary reduced speed limit establish by the Street Superintendent
or the Missouri Department of Transportation shall be effective only
for the duration of the roadway construction. "Construction" shall mean the construction, reconstruction or maintenance of any
road by City, County or State agency and/or any contractor of the
City, County or State.
c.Â
The
reduced speed limit shall become effective when:
(1)Â
The regulatory speed limit signs (black text on a white background)
stating the temporary speed limit have been erected upon or around
the temporary construction traffic control zone in a clearly visible
manner, and
(2)Â
The permanent speed limit signs are temporarily removed, covered
or turned.
d.Â
Upon
conviction or a plea of guilty by any person for speeding pursuant
to either this Section or Sections 304.009 or 304.010, RSMo., or for
a passing violation within a temporary construction zone, the court
shall assess a fine of two hundred fifty dollars ($250.00), in addition
to any other fine authorized to be imposed by law, if the offense
occurred within a construction zone or a work zone and at any time
the speeding or passing violation occurred there was any person in
such zone who was there to perform duties related to the reason for
which the area was designated a construction or work zone. However,
no person shall be assessed an additional fine pursuant to this Subsection
if no signs have been posted pursuant to this Section. (Source Senate

No person shall drive a motor vehicle at such a slow speed as
to impede or block the normal and reasonable movement of traffic,
except when reduced speed is necessary for safe operation or in compliance
with law. Peace Officers may enforce the provisions of this Section
by directions to drivers, and in the event of apparent willful disobedience
to this provision and refusal to comply with direction of an officer
in accordance herewith, the continued slow operation by a driver is
an ordinance violation.
