The City hereby adopts the "International Building Code, 2006 Edition", as published by the International Code Council, Inc., one (1) copy of which code is on file in the office of the City Clerk and marked "Official Copy".

There is hereby created a Housing Authority pursuant to Sections 99.010 through 99.230, RSMo. The City is authorized to enter into a cooperation agreement with the Housing Authority of the City.

The powers, functions and duties of the Land Clearance for Redevelopment Authority under RSMo., Sections 99.300 to 99.660 inclusive shall be exercised by the Housing Authority of the City, a public body now existing. The Housing Authority of the City is hereby given and granted all such powers, functions and duties of the Land Clearance for Redevelopment Authority, under RSMo., Sections 99.300 to 99.660.
