The State traffic laws regulating the speed of vehicles shall
be applicable upon all streets within the City, except that the City
may by ordinance declare and determine upon the basis of engineering
and traffic investigation that certain speed regulations shall be
applicable upon specified streets or in certain areas, in which event
it shall be unlawful for any person to drive a vehicle at a speed
in excess of any speed so declared when signs are in place giving
notice thereof, but no City ordinance shall regulate the speed of
vehicles upon controlled access highways of the State.
The City Traffic Engineer is authorized to regulate the timing
of traffic signals so as to permit the movement of traffic in an orderly
and safe manner at speeds slightly at variance from the speeds otherwise
applicable within the district or at intersections and shall erect
appropriate signs giving notice thereof.
Except where otherwise provided by signs erected pursuant to
duly passed and approved ordinances, no person shall operate a vehicle
on any street in the City in excess of twenty-five (25) miles per
hour.
No person shall drive a motor vehicle at such a slow speed as
to impede or block the normal and reasonable movement of traffic,
except when reduced speed is necessary for safe operation or in compliance
with law. Peace Officers may enforce the provisions of this Section
by directions to drivers, and in the event of apparent willful disobedience
to this provision and refusal to comply with direction of an officer
in accordance herewith, the continued slow operation by a driver is
an ordinance violation.
No person shall operate a motor vehicle upon those portions
of the roadways which are set forth and described in Schedule I at
a rate of speed in excess of that speed limit set for such portions
of the roadways by said Schedule.

A. An
"All Year School Zone" for the Concordia R-2 Elementary School is
hereby established, and shall include all lands within the following
boundaries:
1. The Northern boundary shall begin at the northwest corner of the
SW 3rd St. and Leona St. intersection and continuing west to the east
side of the Public Right-of-Way of Public Road 321 (Runge Road).
2. The West boundary shall be that portion of the east Public Road 321 Runge Road) right-of-way boundary between the western point of intersection as listed in Subsection
(A)(1), south ending at the north Public Use Right-of-Way boundary for Mulkey Station Road.
3. The South boundary of the School Zone shall be the north boundary
of Mulkey Station Road, which converts to W 7th Street when entering
the City Limits of Concordia, east, ending at the Northwest intersection
of W 7th and Leona St.
4. The East boundary of the School Zone shall be the west Right-of-Way
boundary of Leona from W 7th Street north, to SW 3rd St.
5. The driving surface of Public Road Road 321 (Runge Road), Mulkey
Station Road and Leona St. shall not be included in the School Zone.
B. In
accordance with the provisions of this Section, and when signs are
erected giving notice thereof, it shall be unlawful for any person
to drive a vehicle at a speed in excess of the speeds listed below
on the streets as designated at any time of year.

C. A "School
Zone" for the Concordia R-2 High School facilities is hereby established,
and shall include all lands within the following boundaries:
1. The Northern boundary shall begin at the southwest corner of the
SW 10th St. and Main intersection and continue west, along the south
right-of-way of SW 10th Street, to the west public road right-of-way
of SW 10 and S. Charlotte St.
2. The west boundary will be the western road right-of-way of S. Charlotte
St., from SW 10th St. to SW 11th St.; then west along the north right-of-way
of SW 11th St. to an imaginary point intersecting a continuation of
the West property line of the Concordia R-2 School District; the west
boundary of the School Zone extends South to the northwest corner
of the west property line and the assumed extension of the northern
right-of-way of SW 12 Terrace.
3. The south boundary of the School Zone shall begin at the finishing point defined in Subsection
(C)(2) and continue east, along the north right-of-way of SW 12th Terrace to the northwest corner of the intersection of SW 12th Terrace and S. Bismark, then south, along the western right-of-way of S. Bismark St. to the northwest right-of-way of the SW Bismark and SW 13th St. intersection, then east along the north right-of-way of SW 13th St. to the northwest intersections right-of-way of SW 13th and Main St.
4. The east boundary of the School Zone shall be the western right-of-way
of Main Street, from the south right-of-way of SW 10th Street to the
north right-of-way of SW 13th Street.
D. In
accordance with the provisions of this Section, and when signs are
erected giving notice thereof, it shall be unlawful for any person
to drive a vehicle at a speed in excess of the speeds listed below
on the streets as designated at any time of year.
