There is hereby created the office of Deputy City Clerk of the City of Absecon City.

A. 
Required knowledge, skills and abilities are as follows:
(1) 
The ability to read, write, speak and understand English sufficiently to perform the duties of this position.
(2) 
The ability to comprehend the laws and regulations governing the operation of the City Clerk's office.
(3) 
Considerable knowledge of office practices and procedures.
(4) 
The ability to plan, organize and supervise the activities of the City Clerk's office.
(5) 
The ability to operate standard office equipment.
(6) 
The ability to establish and maintain effective working relationships with local officials, department supervisors, employees and the general public.

The Deputy City Clerk shall be appointed by the City Council, and before entering upon the duties of his office, he shall take and subscribe the same oaths as are taken and subscribed by the City Clerk and shall give a bond to the City conditioned upon the faithful performance of his duties as such official, in such amounts and with such sureties as City Council may from time to time determine.

The Deputy City Clerk shall be appointed by the Council of the City of Absecon City for a term of four years, which term of office shall commence on January 1 of the year in which the appointment is made and shall end on December 31 of the fourth year thereafter.

A. 
The Deputy City Clerk shall assist the City Clerk in the performance of the duties of the City Clerk.
B. 
During the illness, absence or disability of the City Clerk, the Deputy City Clerk shall perform all of the duties required and shall have all of the powers of the office of City Clerk as provided by the statutes of this state, the ordinances of the City and as may be required by the City Council from time to time.
C. 
The Deputy City Clerk shall also have powers and duties as provided in this Article.

The Deputy City Clerk shall assist the City Clerk in the operation and function of the City Clerk's office and shall have all the powers and perform all the duties of the City Clerk during such times and for such specific periods as the City Clerk shall be absent.

The City Clerk shall instruct the Deputy City Clerk in all the duties of the office of the City Clerk and in all the procedures and practices pertaining in any way to the discharge of such duties, and the City Clerk shall, in addition, keep the Deputy City Clerk informed of all current trends or changes in the duties, procedures or practices to the end that the Deputy City Clerk will be capable of assuming and properly discharging the duties of the office of the City Clerk during such periods and for such specific times as the Clerk shall be absent therefrom.

It shall be the duty of the Deputy City Clerk to forthwith maintain a modern and efficient system of cataloging, indexing and filing all papers, reports, documents or other matter or material relating in any way to the municipal government which may be received by the City Clerk or which may be placed or lodged in the office of the City Clerk. The Deputy City Clerk shall, in instituting such modern office practices or procedures, avail himself of such expert help as may be required so that such procedures or systems shall conform to best business practices. In the discharge of these duties, it shall be the duty of the City Clerk to assist and counsel the Deputy City Clerk and render full cooperation and assistance to the latter to the end that proper and good office procedures shall be instituted and carried out in the matter of filing, cataloging or indexing such papers, reports, documents or other matter or material.

In addition, it shall be the duty of the Deputy City Clerk to arrange the municipal archives and to see to the proper storage and preservation of the documents and other records therein contained and to properly mark, index or catalog said documents or records so that the same will be readily accessible at all times. In the discharge of these duties, the City Clerk shall render the Deputy City Clerk his full cooperation and counsel, and the City Clerk shall continue to bear the prime responsibility for the safekeeping and preservation of the records or other documents contained in the municipal archives.

It shall also be the duty of the Deputy City Clerk to assist the City Clerk in the discharge of the clerical and bookkeeping duties of the office of the City Clerk, and the City Clerk shall instruct and counsel the Deputy City Clerk in the practices and procedures relative thereto.

The wage or compensation of the Deputy City Clerk shall be established in the salary ordinance.
