Appointment; Term; Vacancies. The Governing Body shall appoint a
City Tax Collector. The City Tax Collector shall be appointed to a
term of four years. Vacancies other than due to expiration of term
shall be filled by appointment for the unexpired term. [N.J.S.A. 40A:9-141;

Tax Collector Certificate Required. No person shall be appointed
or reappointed as City Tax Collector unless he shall hold a Tax Collector
Certificate issued pursuant to N.J.S.A. 40A:9-141, N.J.S.A. 40A:9-145.2
and N.J.S.A. 40A:9-145.3. [N.J.S.A. 140A:9-145.7]

In accordance with N.J.S.A. 40A:9-140.1 there is hereby established
the position of Chief Financial Officer.
B.Â
Duties of the Chief Financial Officer shall be as found in N.J.S.A.
40A:9-140.1 et seq. The Chief Financial Officer shall be responsible
for the proper financial administration of the municipality under
the Local Government Supervision Act, N.J.S.A. 52:27BB-1 et seq.;
the Local Bond Law, N.J.S.A. 40A:2-1 et seq.; the Local Budget Law,
N.J.S.A. 40A:4-1 et seq.; the Local Fiscal Affairs Law, N.J.S.A. 40A:5-1
et seq.; the Local Public Contracts Law, N.J.S.A. 40A:11-1 et seq.
and such other statutes, and such rules and regulations promulgated
by the Director of the Division of Local Government Services, the
Local Finance Board, or any other State agency, as may pertain to
the financial administration of the municipality. [N.J.S.A. 40A:9-140.1]

Compensation shall be as indicated in the annual salary ordinance
of the City of Absecon City.
D.Â
The Chief Financial Officer shall be appointed for a term of four
years and shall hold a Municipal Finance Officer Certificate as required
by law.

A.Â
Appointment. A part-time City Engineer shall be appointed upon a
retainer basis as determined by the City Council.
B.Â
Duties. The City Engineer shall perform the following services. He
shall:
(1)Â
Handle all normal correspondence required in the adequate discharge
of the duties of the City Engineer's office.
(2)Â
Provide supervision of the City Engineer's office.
(3)Â
Attend Council meetings as required.
(4)Â
Attend Planning Board meetings as required.
(5)Â
Attend Zoning Board of Adjustment meetings as required.
(6)Â
Prepare the various legal descriptions required by the Legal Department
of the City in the conduct of its normal work for the City.
(7)Â
Maintain and update the Tax Atlas of the City.
C.Â
The City Engineer shall also be the Sewer Engineer for the City of
Absecon City.
D.Â
Compensation; Fees to be Paid City Engineer. The part-time City Engineer shall be paid an annual retainer, payable quarterly, in such amount as shall be fixed by the City Council, in addition to fees for work performed but not set forth in Subsections B and C of this section, in such amount as shall be approved by the Council.

Where curblines and grades are required for private building lots,
the City Engineer shall furnish the same.

There shall be an office of the Construction Official. The Construction
Official shall be appointed by City Council as provided by state statute.
The Construction Official shall also have the powers and duties of
Zoning Officer. He shall also supervise the subcode officials, the
Assistant Zoning Officer and any secretarial help.
B.Â
The City Council shall appoint the subcode officials or third party
inspectors as per state statutes.
C.Â
There shall also be the office of the Assistant Zoning Officers,
who shall assist the Zoning Officer in zoning duties and any other
duties as the City ordinance shall direct.
D.Â
The Construction Official may have secretarial help as provided for
by City Council.
A.Â
There is hereby established in the City of Absecon City the part-time
position of Secretary to the Mayor for the annual salary as provided
in the salary ordinance.
B.Â
The position of Secretary to the Mayor shall be for the term of one
year.
C.Â
The Secretary to the Mayor shall perform such services as required
by the Mayor.
A.Â
Office established; qualifications; term. There is created and established
the office of City Tax Assessor in the City pursuant to the provisions
of N.J.S.A. 40A:9-146 et seq., who shall be appointed by the Mayor
and Council and who shall hold office for a term of four years. The
City Tax Assessor shall hold a Tax Assessor Certificate as required
by N.J.S.A. 40A:9-148.1. The compensation for the City Tax Assessor
