No plumbing work shall be performed, nor shall any construction permit
be issued for plumbing work, unless the plumber shall be licensed
or a bona fide representative of the plumber, as defined in N.J.S.A.
45:14C-2(d), and shall be licensed pursuant to the State Plumbing
License Law of 1968, also known as N.J.S.A. 45:14C-1 et seq.
B.Â
Exception. The provisions of this Article shall not apply and no
license shall be required in the case of a single-family homeowner
who has prepared his own plans and will perform his own plumbing work
on a structure used or intended to be used exclusively as his private
residence, provided that the plans are, in the opinion of the Construction
Official and appropriate subcode officials, legible and complete and
will result in plumbing work being completed in compliance with the
regulations promulgated pursuant to the Uniform State Construction
Code, N.J.S.A. 52:27D-119 et seq.

As used in this Article, the following terms shall have the
meanings indicated:
Includes any person, firm, corporation or other legal entity
engaged in the planning, supervision and installation of plumbing
work and who or which is engaged in contracting to furnish labor,
or labor and materials, for the installation, maintenance, repair,
extension, alteration or renovation of plumbing.
All uses, installations, alterations, repairs, removals,
replacements, connections, disconnections and/or maintenance of any
plumbing system in the City.
