[1997 Code § 373-22]
Every building which may be hereafter constructed in Absecon City in which any horses, mules or cows are stabled or kept shall be so constructed that no water or liquid shall stand under or adjoining said stable. The lot on which stable is to be built, if below established grade of the adjoining street, shall be filled with clean sand that will allow absorption of liquids to that grade.

Horses, mules or cows in any stable will not be permitted to stand on the ground, but floors of such stables shall be floored with at least two-inch planks, if of wood, or may be floored with brick or cement, if provision is made to drain the liquid to the sewer or to a sanitary cesspool.

Any existing stable, after this chapter shall have become effective, shall conform to the requirements of this Article. If water stands under or around the ground or if such animals stand on the grounds of any such stable, the owner of which has been notified to comply with the requirements of this Article and who neglects or refuses to do so, the stable shall be declared unfit for use and shall be closed by the Board of Health and remain closed until such notice has been complied with; this shall be in addition to the penalty provided in this Article.

All stables shall be cleaned daily, and during the months of May, June, July, August and September shall be sprinkled with a 3% solution of creoline or other approved disinfectant every morning.

To prevent a harbor and breeding place for flies, the practice of throwing manure on the open ground is hereby prohibited. All manure, on being removed from the stable, shall be deposited in a box or water- and fly-proof receptacle, as approved by the Board of Health, the sides of which shall be flyproof and which shall be covered with a tight-fitting cover, placed at such an angle that rainwater will run off. Any manure thrown on the ground shall be covered with sand at least two inches thick.

Any person or persons violating any of the provisions of this Article or any section thereof shall be liable for each and every offense the sum of not less than $5 nor more than $500, to be recovered before any person and in such court having jurisdiction.
