Notwithstanding any other provision with respect to purchase
contracts by competitive or purchase proposals and pursuant to the
provisions of General Municipal Law § 103(1), the Town may
award contracts governed by this chapter to a responsive and responsible
bidder on the basis of best value, as defined in this chapter.
The contracts governed by this chapter are such contracts referred
to in General Municipal Law § 103(1) as being awardable
on the basis of best value.
As used in this chapter, the term "best value" shall be as defined
in New York State Finance Law § 163(j).
