The minimum improvements required for all subdivisions and land developments, which shall be provided and installed by the applicant as a condition for final approval of any plan, shall be set forth in this article. Alternate improvement standards may be permitted if the Borough Council deems them equal or superior in performance characteristics to any specified improvements. All improvements are subject to the review, advice and inspection of the Borough. Additional or higher type improvements may be required in specific cases where the Borough Council finds them to be necessary to create conditions essential to the public health, safety and general welfare of the citizens of the Borough.
Minimum improvements to be required of the applicant, where applicable, are set forth in the table below. Additional improvements may be required in accordance with other adopted ordinances or regulations.

Sod, stone or concrete swales and/or concrete or asphalt rolled curbs and gutters or valley gutters shall be provided in accordance with sound design and maintenance standards where required to adequately control stormwater. Responsibility for maintenance of such facilities shall be clearly identified on the plan.

Sidewalks will not normally be required except where needed to facilitate traffic to school, shopping, park or other uses that generate pedestrian traffic as determined by the Borough Council.
(f)
Streetlighting may be required to the extent necessary to promote safety for residents and visitors, whenever a subdivision creates seven or more lots or their equivalent.
(g)
Fire hydrants are required wherever a central water system is installed.
(h)
Central water and sewer facilities and capped sewers shall be required in accordance with County and Borough sewer and water plans and also with PA DEP requirements. Alternate or experimental water or sewage systems may be permitted if approved by PA DEP.
All required improvements shall be constructed in accordance with the requirements of this chapter. The design of all required improvements shall be reviewed by the Borough Engineer, and said review shall include a determination that all improvements have been designed in accordance with the design standards set forth in Article IV of this chapter and with other applicable requirements and shall be consistent with sound engineering and construction practices.
All development proposed shall comply with Chapter 125, Flood Damage Prevention, of the Code of Ordinances of the Borough of Lewistown.
