All matters defined by the common and statutory law of the State of Missouri to be nuisances, as well as all matters affecting health delineated in the Property Maintenance Code contained in Section 500.090 et seq., are hereby declared to be public nuisances affecting the health of the citizens of Smithville and shall be abated as stated in the Property Maintenance Code.
