A. 
Creation, Composition, Qualification In Terms Of Office. There is hereby created a Parks and Recreation Committee (hereinafter "the Committee") for the City of Smithville, Missouri. The Committee shall have seven (7) members, which shall consist of the Mayor, one (1) member of the Board of Aldermen and five (5) citizen members. Members shall have been residents of the City of Smithville for at least one (1) year immediately prior to their appointment and shall hold office for a period of three (3) years (staggered) or until their successors are duly appointed.
B. 
Appointment, Compensation, Organization And Vacancies.
1. 
The Mayor shall serve on the Committee, and the Board of Aldermen shall annually, following each April election, nominate and vote on a Board representative to the Committee. All citizen appointments to the Committee shall be made by the Mayor and approved by the Board of Aldermen.
2. 
Each member shall serve until his/her successor is duly appointed and qualified and shall receive no compensation. The first appointments shall be as follows: two (2) appointments for three-year terms; two appointments for two-year terms and one (1) appointment for a one-year term. Upon expiration of these initial appointment terms and thereafter, all appointments or reappointments shall be for three-year terms. At the first regular committee meeting following the election of the Board of Aldermen representative, the members of the Committee shall elect from among their number a President and such other officers as may be necessary to serve for the ensuing year and until the election and qualification of their respective successors. Vacancies shall be filled in the same manner as regular appointments and any person so appointed shall serve the remainder of the unexpired term.

Citizen members may be subject to removal from the Committee for the following:
a. 
Resignation in written form.
b. 
For gross misconduct or neglect of duty.
c. 
Missing three (3) consecutive meetings or any six (6) meetings within a twelve-month period.
C. 
Duties Of The Parks And Recreation Committee. The Committee shall advise the Board of Aldermen on any improvements or additions they deem important for the City parks and recreation system and may provide reports or other documents to the Planning and Zoning Commission related to any improvement or amenity in accordance with the Parks Master Plan. The Committee shall also make and adopt such bylaws, rules and regulations for their guidance and a copy of such bylaws, rules and regulations shall be maintained for public inspection on file with the City Clerk. Additionally, the Committee shall make recommendations to the Board of Aldermen of such policies and procedures to improve the parks and recreational offerings as may be expedient, not inconsistent the Parks Master Plan.
