GENERAL REFERENCES

A. 
Pursuant to 30-A M.R.S.A. §§ 4321 through 4328, a Comprehensive Plan Committee is hereby established for the Town of Alfred.
B. 
This chapter shall become effective upon adoption.
A. 
Members must be citizens of Alfred and registered voters of the Town of Alfred.
B. 
The Committee shall consist of not more than seven members.

C. 
Members shall be appointed by the Board of Selectmen.
D. 
Members shall serve for terms of three years to be staggered.
E. 
Vacancies for any unexpired terms shall be filled by the Board of Selectmen.
The Committee shall have the following duties:
A. 
Review the Town of Alfred Comprehensive Plan at least every 10 years or as needed;
B. 
Recommend amendments to the Selectmen at the Annual Town Meeting regarding the Town's Comprehensive Plan to assure it is in compliance with state statutes, and in recognition of changes within the Town;
C. 
Review and evaluate progress of goals and policies contained in the most recently approved Comprehensive Plan annually; and
D. 
Report to the Board of Selectmen annually, or more often as necessary, on the status of Comprehensive Plan.
A. 
The Committee shall consist of, but not limited to, one member of the Alfred Planning Board, the Code Enforcement Officer, one member of the Alfred Conservation Commission or its designee, one member of the Fire and/or Rescue Department and other members as appointed by the Board of Selectmen.

B. 
The Committee shall annually elect a Chairman, Vice Chairman and Secretary from among its members.
C. 
The Chairman shall preside at all meetings. The Vice Chairman shall preside in the absence of the Chairman. The Secretary shall maintain a record of all proceedings.
D. 
All meetings and records shall be subject to the Maine Freedom of Access Act, 1 M.R.S.A. §§ 401-410. The Committee may adopt rules of procedure consistent with this ordinance.
E. 
A quorum shall consist of at least one half plus one of the appointed members. No votes will take place unless a quorum is present.
A. 
The Committee's authority shall be advisory only. Any recommendation on a matter requiring Town Meeting action shall be printed with the article in the warrant along with such other recommendations as may be included by the municipal officers or required by law.
B. 
An annual report of the Committee shall be part of the Annual Town Report.
This chapter may be amended at any Annual or Special Town Meeting.
