The intent of this article is to preserve the public peace and good order of the Village of Hancock by controlling the running at large of dogs and to control other additional obnoxious behavior which may be a nuisance to the residents and occupants of this Village.
As used in this article, the following terms shall have the meanings indicated:
AT LARGE
Other than on the premises of the owner or on the premises of another person without the knowledge, consent or approval of the other person.
DOG
Any member of the species Canis familiaris.
DOG CONTROL OFFICER
The position created by this article, the purpose of which is to assist in the enforcement of the Agriculture and Markets Law generally and to enforce the provisions of this article specifically.
OWNER
Any person who harbors or keeps any dog.
PERSON
Any individual, corporation, partnership, association or other organized group of persons or other legal entity.
There is hereby created in the Village of Hancock the position of Dog Control Officer. Such person shall have the authority, duty and obligation to issue appearance tickets to enforce the provisions of the Agriculture and Markets Law generally and this article specifically.
It shall be unlawful and a violation of this article for any owner or any person harboring any dog in the Village of Hancock to permit or allow such dog to:
A. 
Run at large while not being restrained by a leash, chain or other suitable device or not under direct verbal control of the dog's owner or handler. For the purposes of this article, a dog or dogs hunting or in training for hunting in the company of a hunter or hunters shall be considered as accompanied by or under the control of its owner or handler.
B. 
Engage in habitual loud barking or howling or to conduct itself in a manner as to habitually annoy any person other than the owner or person harboring the dog. For purposes of this restriction, “habitual loud barking or howling” is defined as a dog barking continuously for five minutes or intermittently for 10 minutes, unless provoked.[1]

C. 
Cause damage or destruction to property of another or commit a nuisance on the premises of another.[2]

D. 
Chase or otherwise harass any person in such a manner as reasonably to cause intimidation or to put such a person in reasonable apprehension of harm or injury.
E. 
Habitually chase or bark at motor vehicles or cycles.

Unless as otherwise provided in the Agriculture and Markets Law, a violation of this article shall be punishable by a fine not exceeding $250. Each day a violation occurs is considered a separate and distinct offense and may be charged as such.

The purpose of this article shall be to promote the health, safety, cleanliness and general welfare of the Village of Hancock, including the protection, cleanliness and preservation of the property of the Village of Hancock and its inhabitants by adopting and enforcing certain regulations and restrictions on the activity of dogs.
This article shall be known and cited as the "Village of Hancock Canine Waste Law."
As used in this article, the following terms shall have the meanings indicated:
DOG
Any member of the species Canis familiaris.
PERSON
Any individual, corporation, partnership, association, or any other organized group of persons or legal entity.
Any person owning, harboring, walking or in charge of a dog who allows the dog to defecate on public property, or on any private property without the permission of the property owner, shall remove all feces immediately after it is deposited by the dog. All feces removed in accordance with this section shall be placed in a suitable bag or other container which closes. The bag or closed container shall then be deposited in a receptacle for the disposal of refuse.

Section 29-9 shall not apply to a blind person with a guide dog or otherwise disabled person with a dog trained to assist them, nor shall these sections apply to dogs actively engaged in police work.
Any police officer of the Village of Hancock or other designee of the Village Board of Trustees who observes a violation of this article is hereby authorized to issue an appearance ticket setting forth a brief description of the circumstances of the violation.
Any person violating this article shall be guilty of a violation and shall be subject to a fine not to exceed:
A. 
For the first offense: $25.
B. 
For the second offense, both of which were committed within a period of six months: $50.
C. 
For the third offense, all of which were committed within a period of six months: $100.
