A. 
The purpose of the Banquet Establishment (BE) District is to promote controlled development and expansion of existing catering establishments in order to meet the needs of said establishments with regard to competitiveness in the industry while protecting the citizenry of the Borough of North Haledon from unwanted unregulated expansion thereto.
B. 
The purpose of this article is to establish rules, regulations, standards and procedures designed to promote the integrated and logical development of an area within the designated Block 54, Lots 3, 5, and 6, on the Borough's Official Tax Maps.
Within the Banquet Establishment (BE) District, the following words and terms shall have the definitions hereinafter provided:
BANQUET ESTABLISHMENT
A facility created for the purpose of the on-site preparation and service of food and drink items to an organized assembly of people attending events (i.e., wedding receptions). Said facilities shall be classified under the A-2 Classification of the 2009 International Building Code, New Jersey Edition. The facilities may include outside amenities to facilitate such events (i.e., patios and gardens) and shall provide on-site parking facilities for patrons attending events.

Banquet establishment.
B. 
All uses permitted in the B-2 Business District.
A. 
Signs.
(1) 
Signs such as directional signs shall be provided as otherwise regulated in Borough ordinances.
(2) 
Signs such as business and/or advertisement signs, as otherwise regulated in the Borough ordinances.
B. 
Off-street parking, as otherwise regulated in the Borough ordinances.
C. 
Fences and walls, as otherwise regulated in the Borough ordinances.
D. 
Active and passive areas, along with structures and necessary features appurtenant thereto.
E. 
Accessory uses and structures customarily incidental to the permitted use.
A. 
Minimum lot area (acreage): 6.5 acres.
B. 
Minimum street frontage along a county or municipal road: 200 feet.
C. 
Minimum lot width: 200 feet.
D. 
Minimum lot depth: 800 feet.
E. 
Minimum front yard setback: 430 feet.
F. 
Minimum side yards/total side yards: 95 feet/195 feet.
G. 
Minimum rear yard setback: 200 feet.
H. 
Minimum buffer width: 20 feet.
I. 
Maximum building height: two stories or 40 feet.
J. 
Maximum building coverage: 10%.
K. 
Maximum impervious coverage shall be 45%.

L. 
Minimum interior driveways shall be not less than 20 feet wide.
A buffer area of not less than 20 feet in width shall be provided along the side and rear lot lines. Said buffer area shall be kept in its natural state. Where wooded and natural vegetation is sparse or nonexistent, the area shall be planted to provide a year-round natural screening. Parking areas shall not be located in the required buffer areas.
Sufficient off-street parking shall be required to meet the needs of the patrons, employees and guests within the facilities in the Banquet Establishment (BE) District. Said parking spaces shall be applicable to the following conditions:
A. 
This parking calculation will meet the needs for employees and guests within the Banquet Establishment (BE) District.
B. 
No parking shall be permitted on any driveway or accessway within the Banquet Establishment (BE) District.
C. 
All parking shall be confined to the area specifically designated on the site plan for such purpose.
D. 
All new parking areas shall be paved and curbed and provided with an adequate system of stormwater drainage as approved by the Borough Engineer.
A. 
Refuse and recyclable materials shall be serviced by a private hauler as per existing Borough regulations.
B. 
Open space areas shall be attractively landscaped. The landscape plan shall be subject to approval by the Borough Engineer.
C. 
Sidewalks or other suitable means of internal pedestrian circulation shall be provided throughout the facility as required.
D. 
All exterior lighting plans shall be reviewed by the Borough Engineer.
All internal driveways shall be in accordance with the requirements of the New Jersey Residential Site Improvement Standards.
Any development in the Banquet Establishment (BE) District shall be subject to all applicable ordinances of the Borough of North Haledon. Where there is any conflict between the provisions of this article and the provisions of Chapter 490, Site Plan Review, and/or Chapter 530, Subdivision of Land, the provisions of this article shall prevail.
