A. 
In even-numbered years an election shall be held by the qualified voters of the City for one (1) Alderman for each Ward.
B. 
In odd-numbered years an election shall be held by the qualified voters of the City for Mayor and for one (1) Alderman for each Ward.

A. 
Declarations of Candidacy filed for office in the municipal election shall be received by the City Clerk commencing at 8:00 A.M. on the seventeenth (17th) Tuesday prior to the election. No Declaration for Candidacy for office shall be accepted by the City Clerk after 5:00 P.M. on the fourteenth (14th) Tuesday prior to the election.
B. 
No candidate's name shall be printed on any official ballot unless the candidate has paid the appropriate filing fee to the City Clerk and filed a written Declaration of Candidacy which shall be substantially in the following form:

I, ________________, being first duly sworn, state that I reside at _______________________, City of Warrenton, County of Warren, Missouri; that I am a qualified voter; that I do hereby declare myself a candidate for the office of ________________, to be voted upon at the municipal election to be held on the first (1st) Tuesday after the first (1st) Monday in April, ____, and I meet all the qualifications required of a candidate for said office, and I hereby request that my name be printed upon the official ballot for said election for said office and state that I will serve as such officer, if elected.

C. 
Any person who files as a candidate for election to a public office shall be disqualified from participation in the election for which the candidate has filed if such person is delinquent in the payment of any State income taxes, personal property taxes, municipal taxes, real property taxes on the place of residence, as stated on the Declaration of Candidacy, or if the person is a past or present corporate officer of any fee office that owes any taxes to the State.
D. 
Each potential candidate for elective City office shall file an Affirmation of Tax Payments and Bonding Requirements with the City Clerk at the time the potential candidate files his or her declaration of candidacy. Such affidavit shall be either Missouri Department of Revenue Form 5120 or in substantially the following form:

I hereby declare under penalties of perjury that I am not currently aware of any delinquency in the filing or payment of any state income taxes, personal property taxes, municipal taxes, real property taxes on the place. of residence, as stated on the declaration of candidacy, or that I am a past or present corporate officer of any fee office that owes any taxes to the state, other than those taxes which may be in dispute. I declare under penalties of perjury that I am not aware of any information that would prohibit me from fulfilling any bonding requirements for the office for which I am filing.

E. 
The City Clerk shall, before the seventeenth (17th) Tuesday, prior to any election at which offices are to be filled, notify the general public of the opening filing date, the office or offices to be filled, the proper place for filing and the closing filing date of the election. Such notification may be accomplished by legal notice published in at least one (1) newspaper of general circulation in the political subdivision or special district.
