There is hereby assessed against, and the City of Warrenton, Missouri, shall collect sewerage service charges for the use and services rendered by the sanitary sewer system of the City of Warrenton, Missouri, from the owners or occupants of each lot, parcel of real estate or building which is connected with the sanitary sewerage system of the City of Warrenton, Missouri, or which discharges sanitary sewage, industrial wastes, water or other liquids, either directly or indirectly into the sanitary sewerage system of the City of Warrenton, Missouri.

After the following date: September 1, 1976, there is hereby assessed against, and the City of Warrenton, Missouri, shall collect sewerage service charges for having available the use and services to be rendered by the sanitary sewerage system of the City of Warrenton, Missouri, from the owners or occupants of each lot, parcel of real estate or building which should be connected with the sanitary sewerage system.

The Board of Aldermen of the City of Warrenton, Missouri, hereby finds and determines that the rates, fees, and charges for the use and services or availability of the use and services of the sanitary system of the City of Warrenton, Missouri, which will be necessary and adequate to provide for the maintenance, operation and improvement of such sanitary sewerage system are as hereinafter specified.

A. 
The monthly rates required and which shall be charged by the City of Warrenton, Missouri, for sewerage service furnished or available by the City's sanitary sewerage system shall be based upon the quantity of water used and shall be measured by the water meter or meters installed on the premises served or for which service is available, unless suitable waste water measuring and recording equipment in furnished and maintained by the person receiving service, and said charges shall be as follows:

Warrenton Residential And Truesdale Residential.

Inside City limits where there is no meter reading, there shall be a fixed rate of thirty-eight dollars fourteen cents ($38.14) per month.
6. 
Outside City limits where there is no meter reading, there shall be a rate of forty-nine dollars thirty-four cents ($49.34) per month.
7. 
In addition to the charges prescribed herein, all existing or future industrial contributors which discharge processed waste water into the sanitary sewer system shall pay an industrial cost recovery charge to the City as prescribed in the industrial cost recovery charge ordinance.
8. 
Any industrial, commercial, or other contributor who discharges processed waste water or other waste water into the sanitary sewer system which contains more than two and one-half (2.5) pounds of BODs per one thousand (1,000) gallons and/or more than three (3) pounds of suspended solids per one thousand (1,000) gallons, shall pay an additional charge of thirty-five cents ($0.35) per pound for each pound of BOD in excess of two and one-half (2.5) pounds per one thousand (1,000) gallons and twenty-five cents ($0.25) per pound for each pound of suspended solids in excess of three (3) pounds per one thousand (1,000) gallons.
9. 
Any industrial, commercial or other contributor who discharges waste water into the sanitary sewer system and who:
a. 
Has a suitable sampling site and flow measuring device; and
b. 
Discharges one hundred thousand (100,000) gallons or less per day average for the month shall be entitled to a monthly discount from the charges set forth in Subsection (A)(4) above as follows:
(1) 
If the monthly average of discharge contains fifty (50) ppm BOD and Suspended Solids or less, the charge for all gallons exceeding the first one thousand (1,000) gallons shall be seven dollars twenty-nine cents ($7.29) per one thousand (1,000) gallons per month; and
(2) 
If the monthly average of discharge contains fifty-one (51) to and including one hundred twenty-five (125) ppm BOD and Suspended Solids, the charge for all gallons exceeding the first one thousand (1,000) gallons is nine dollars seventy-four cents ($9.74) per one thousand (1,000) gallons per month.

Any business establishment, industry or other user discharging an unusual amount of waste or fluid into the City's sewerage system which places an unusual burden upon said system or its sewerage treatment works or facilities, shall be charged such reasonable and proper amount as may be fixed from time to time by the Board of Aldermen, taking into account such unusual burden.

No sewerage services shall be furnished or rendered by the City's sewerage system or any of the facilities thereof free of charge to any customer or user thereof, other than the City itself.

All water meters shall be read and bills for both water and sewerage services shall be rendered monthly as such services accrue. The Finance Officer shall calculate the amount of each bill for water service for the preceding period and shall add thereto the amount of customer's bill for sewerage service computed as hereinbefore specified, and shall render to each customer a single combined bill for such water and sewerage services. For persons liable for payment of a sewer service charge who obtains any water from any source other than the City's water system, the Finance Officer shall each month obtain the total amount of water furnished such person for preceding monthly period and shall calculate what would be the bill of the City for such water and shall then determine the amount of the sewerage service charge for such person, computed as aforesaid, and render a bill therefor. As used herein, the terms "monthly" or "quarterly" shall mean a preceding period of approximately one (1) month or three (3) months, respectively, beginning and ending as near the same day of the month as is practicable for the water meters of the City to be read. In reading said meters and in calculating the water bills and sewerage service charges, aforesaid, the monthly or quarterly period shall extend from the time such meter was read for the preceding month or quarter to the date the same is read for a current month or quarter.

A. 
All bills for sewerage services shall be due and payable at the Finance Officer's office of the City of Warrenton. If any bill shall remain due and unpaid after the 15th day of the month following the month the bill was mailed to the user, an additional charge of eight percent (8%) of the sewerage service charge shall be added thereto. Discontinuance of service because of delinquent sewerage service bills or violation of any provisions of the City ordinances applicable to the Sewer Department shall be allowed and proceeded with in accordance with the procedures provided for discontinuance of water service under Chapter 705.
B. 
The Board of Aldermen hereby authorizes the Finance Officer or his/her designee the discretion of writing off any final bill of ten dollars ($10.00) or less.

A. 
The Missouri State Sewer Fee will be collected annually in the month of July. This fee will be stated separately on the customer's water bill as a "sewer fee."
B. 
The charge assessed against each customer for each service connection of the City utility are established by Code of State Regulations; 10 CSR 20-6.011, Fees.
Customers having multiple connections will pay multiple fees.
