All information required on the preliminary plat as herein set forth in Article IV, except those required therein in § 265-10, Subsections C through H, and § 265-11, Subsections F, G, H, I and K, shall be shown accurately and drawn at a scale of not more than 100 feet to the inch (or approved otherwise) with black waterproof drawing ink on transparent linen tracing cloth (or comparable material) on one or more sheets, each having a minimum dimension of 24 inches by 18 inches (or approved otherwise), in a manner that clear and legible transparent or contact prints and photostatic copies can be made. The owner or subdivider shall also furnish the City Clerk and City Engineer with an electronic CAD drawing file of the final plat, the preliminary plat and all engineering plans and permit forms.
The final plat shall include the following additional delineation:
A. 
Accurate angular and lineal dimensions of all lines, angles, and curvatures, with functions to describe all boundaries, including a boundary line survey of the tract; streets; alleys; easements; areas to be reserved for public use; and other important features. The error of closure of boundary-line surveys shall not exceed one in 15,000 (one foot for each 15,000 feet of perimeter survey or shall be within a 95% confidence level). Angular error shall not exceed plus or minus 10 seconds. Lot lines to show dimensions in feet and hundredths, and when an angle occurs in any lot line between lot corners, the measurement of the angle shall be shown in degrees, minutes, and seconds. The final plat shall show accurately the location of all permanent lot markers as actually installed. Iron bars or pipes or other agreed-upon monumentation shall be set at all lot corners.
B. 
An identification system for all blocks and lots using consecutive numbers.
C. 
True angles and distances to the nearest established street lines and official monuments (not less than four encased in concrete), which shall be accurately described in the plat by location, size, and elevation. The horizontal datum shall be based on the Illinois State Plane Coordinate System (East Zone) and the vertical on the NAVD 88 System. A lot coordinate point list shall be provided to the City Engineer by the owner or developer.
D. 
Municipal, township, or section lines accurately referenced to the lines of the subdivision by distances and angles if same are on the boundary or within 100 feet of said subdivision.
E. 
Accurate location of all monuments, which shall be placed at all block corners, angle points, and at intermediate points as shall be required by the City Engineer, and installed in such a manner that they may be located by an Illinois professional land surveyor. All benchmarks, monuments, or triangulation stations in or adjacent to the property shall be preserved in precise position.
F. 
Accurate outlines of any areas to be dedicated or reserved for public use or for the exclusive use of property owners within the subdivision.
G. 
Protective covenants, as filed as an accompanying document. An electronic file in an acceptable format will also be required to be submitted to the City Clerk by the owner or subdivider.
H. 
For subdivisions containing 20 acres or more in area, the City Council may require a declaration creating and establishing the scope of activities for an architectural control committee and may also require the setting aside of "green space" for the benefit of public activities.
I. 
Unless otherwise agreed upon, a note stating that all utility extensions (including electric and telephone) shall be installed underground.
J. 
Any and/or all other requirements as determined and so deemed appropriate by the City Engineer and City Council.
The application for approval of the final plat shall not be deemed completed until the following certificates, other than the City Clerk certificates, have been duly executed. Certificates shall be in substantially the following form:

I (we) further certify that we have named said plat to the City of Mendota, Illinois, and have named the various roadways, drives and streets as designated on said plat and I (we) do hereby consent to said plat being presented to the proper City officials of Mendota, Illinois, for adoption and have the same recorded as provided by law.
I (we) further certify that all roadways, drives and streets shown thereon and therein contained are dedicated to the City of Mendota, Illinois and to the public use, and I (we) further release and waive all rights under and by virtue of the Homestead Exemption Laws of the State of Illinois in and to said roadways, drives and streets shown on said plat.
I (we) further certify that those portions of plat designated "Utility Easements" are hereby created perpetual easements for use by the City of Mendota, Illinois and for public utility companies to install, lay, construct, renew, operate and maintain conduits, cables, poles and wires, either overhead or underground, with all necessary braces, guys, anchors, and other appliances and utilities for serving said subdivision in the City of Mendota, Illinois and other adjoining property with electricity and telephone services, including the right to use the roadways, drives and streets wherever necessary and overhang any lot with aerial service wires to serve adjacent lots and trim trees, shrubs, or saplings that interfere with public utility service over, across, and under those portions of said land marked "right-of-way" and hereby release and waive all rights under and by virtue of the Homestead Exemption Laws of the State of Illinois in and to said utility easements designated "right-of-way."
I (we) further certify that I (we) shall be responsible for making all land improvements as agreed to with the City and shall also be responsible, for up to a twelve-month period after completion and acceptance of such improvements by the City, for any repairs or maintenance or defects on such land system improvements, and the cost of such required repairs to the system improvements shall be borne by myself (ourselves) at no cost to the City. I (we) further agree that the City Engineer shall be the sole judge on whether any repairs to the system are required during this twelve-month interim period and I (we) shall accept his or her decision as final as to the necessity of any or all such required repairs or maintenance on the subdivision or planned unit development system.
