A. 
Department established. There is hereby established a department of the municipal government of the City of Mendota to be known as the "Street Department," which shall be under the charge and supervision of the Committee on Streets and Alleys.
B. 
Superintendent. The Superintendent of Streets shall assist the Chairman of the Committee on Public Works in the performance of the acts and duties to be performed by the Chairman.[1]

Charge of street improvements. The Chairman shall have charge of the improvement, repair, maintenance and cleaning of all streets, avenues, alleys and crossings in the City, and shall supervise the construction of all sidewalks, culverts and bridges therein, but no improvement or repairs, except such as may be actually necessary, shall be made by him without the previous order of the City Council. He shall, without delay, cause all breaks in any street, avenue or alley, crossing, bridge, culvert or other unsafe place to be repaired, and report the cost thereof to the City Council for allowance; but when the probable cost of any such allowance shall exceed $1,000, the same shall be made only with the concurrence of the Mayor and the other members of the Committee on Streets and Alleys.
D. 
Enforce ordinances, orders. The Chairman shall cause all ordinances in relation to the streets, avenues, alleys, crossings, and sidewalks to be enforced, by reporting all violations thereof to the Mayor or Chief of Police. He shall carry into effect all such orders, general and special, as he may receive from the City Council and shall perform such other duties as shall be enjoined upon him by ordinance of the City or by law directed.
E. 
List of property. The Superintendent shall keep a correct list of all implements, materials and all the property of the City in his charge and possession. Upon the expiration of his employment, or his resignation, or removal therefrom, he shall deliver said property to his successor, taking a receipt therefor, which he shall immediately file with the City Clerk, who shall credit him with the same and charge his successor therewith.
F. 
Account of expenditures; examine accounts. The Superintendent shall keep in an appropriate book, and in such manner as may be required by the Committee on Finance, Ordinance, Building and Zoning, a plain and accurate account of all expenditures made under his supervision, specifying to whom and for what purpose made. He shall examine all accounts of contractors and other persons for work pertaining to his department, or for implements or materials furnished thereof, and if correct, shall certify the same to the City Council for allowance.[2]

There is hereby created a department of the City of Mendota to be known as the "Forestry Department," which shall be in control of all trees, shrubs and plants planted or to be placed on the public highways and public places of the City of Mendota, and which department shall assume the responsibility for planting, pruning, spraying, removing and otherwise maintaining such trees, shrubs and plants as promptly as financial conditions and labor shall permit. The Forestry Department shall be part of the Street Department.
