The City Clerk shall hold his office for four years and until his successor is duly elected and qualified.
The City Clerk shall attend all meetings of the City Council, including executive sessions, and shall keep in a suitable book, to be styled "Record of the City Council," a full and faithful record of its proceedings, except if the Clerk is the subject matter of the meeting and his or her presence creates a conflict of interest. He shall issue and cause to be served upon all Aldermen notices of all special meetings of the City Council; also notices to the members of the different committees of that body, and to all other persons whose attendance may be required before any such committee, when so directed by the Chairman thereof.

The City Clerk shall be the keeper of the corporate seal, to be provided under the direction of the City Council, and all papers belonging to the City. Copies of all papers duly filed in his office and transcripts from the records and files of his office, certified by him under the corporate seal, shall be evidence in all courts in like manner as if the originals were produced.
The City Clerk shall without delay, upon adjournment of each meeting of the City Council, notify and, upon demand, deliver to the several committees of that body and to the officers of the corporation, all petitions, reports, communications, resolutions, orders, claims and other papers referred to those committees or officers by the Council. He shall also without delay deliver to the Mayor all ordinances or resolutions in his charge which may be required to be approved or otherwise acted upon by the Mayor.
The City Clerk shall prepare all commissions, licenses, permits and other official documents required to be issued by him under the laws and ordinances of the City and shall attest the same with the corporate seal; and he shall in like manner attest deeds for the sale of real estate owned and conveyed by the City.
The City Clerk may, when necessary, appoint, upon the approval of the Mayor, a deputy, who, during the absence or disability of the Clerk, shall be empowered to perform all the duties of the City Clerk.
The City Clerk shall have charge, custody and control of all deeds, leases, warrants, contracts, bonds, obligations, vouchers, books and papers of every kind, the custody of which is not herein given to any other officer.
The City Clerk shall not allow any books, records or papers or other instruments in writing to be taken out of his office by any other person than himself, the Mayor, the Aldermen and the City Attorney, or upon the order of a court of competent jurisdiction, or of the City Council.
The City Clerk shall keep in his office, in a book or books kept expressly for that purpose, a correct list of all the outstanding bonds of the City, showing the number and amount of each, for and to whom the bonds are issued; and when any bonds are purchased or paid or cancelled, said book or books shall show the fact.
The City Clerk shall keep in a suitable book an accurate list of all warrants drawn upon the City Treasurer, showing the date, number and amount of each and the name of the person in whose favor drawn. All warrants drawn upon the City Treasurer shall be signed by the Mayor and countersigned by the City Clerk and shall specify therein the particular fund or appropriation to which the same is chargeable and the person to whom payable; and no money shall be otherwise paid than upon such warrants so drawn.
The City Clerk shall keep a record of the election or appointment and confirmation of all officers of the City. Said record shall be so ruled and headed that the same shall exhibit the name of the officer, to what office elected or appointed, the date of the election or confirmation, the date of the commission, and the date of death, resignation, removal or expiration of term of office, with a column for remarks.
It is the duty of the City Clerk to collect and receive all water charges due or which may become due to the City from all persons for the use of City water. He shall keep the water accounts in such a manner and condition that they will at all times show the true standing and condition of the water charges, which accounts shall always be open for inspection by the Mayor or the Committee on Public Works.

Upon the collection of any water moneys coming into his hands in his official capacity, the City Clerk shall turn same over to the City Treasurer, taking the City Treasurer's receipt for same. The City Clerk shall at each and every regular meeting of the City Council render an account, verified by his affidavit and accompanied by the City Treasurer's receipts, showing the true condition of all business transacted through his office.
The City Clerk shall carefully preserve in his office all books, records, papers, maps and effects of every description belonging to the City, or appertaining to said office, and on the expiration of his official term he shall deliver all such books, records, papers, maps and effects to his successor in office.
The City Clerk shall have his office open for business at such hours as the Council shall prescribe.
A. 
Effective May 15, 1973, and thereafter, the office space designated as the office of the City Clerk of the City of Mendota, Illinois, shall be used exclusively by the City Clerk of the City of Mendota, Illinois, and his staff for the purpose of transacting such activities which have been delegated to the City Clerk of the City of Mendota, Illinois, by the laws of the State of Illinois, and by the ordinances of the City of Mendota, and for no other purpose.
B. 
Effective May 15, 1973, neither the City Clerk nor any member or members of his staff shall engage in any type of business or activity not delegated to the City Clerk of the City of Mendota, Illinois, by the laws of the State of Illinois or by the ordinances of the City of Mendota, Illinois, during their working hours or during any time designated by the statutes or ordinances as a time during which the office of the City Clerk of the City of Mendota, Illinois, is open for the transaction of official City business or other activities delegated to the City Clerk of the City of Mendota, Illinois.
C. 
Effective May 15, 1973, all monies collected during the course of business in the office of the City Clerk of the City of Mendota, Illinois, and all monies collected on behalf of the City of Mendota, Illinois, by other offices or officers outside of the office of the City Clerk of the City of Mendota, Illinois, shall be property of the City of Mendota, Illinois.
