No person shall operate a taxicab for hire in the City without a license therefor.
Every person who is a resident of the City, or has his principal place of business in the City, applying for a taxicab license shall pay to the City of Mendota a fee for each vehicle as set from time to time by the City Council. Every person, not a resident of the City, or not having his principal place of business in the City, applying for a taxicab license shall pay to the City of Mendota a fee for each vehicle as set from time to time by the City Council. No license shall be issued for less than one week. The license fees above charged, when collected, shall be kept as a separate fund and used only for paying the cost and expense of street and alley improvement or repair.
