[CC 1997 §23-1]
A.
The sewer system of the City is hereby divided into and defined as the following general kinds:
1.
Those sewers for collection, conveyance and discharge of water from rain or snowfall and that issuing from springs. All such waters are defined and designated as drainage and all sewers for the taking care of such waters shall be known as stormwater sewers.
2.
Those sewers for the receipt, collection, conveyance and discharge of liquid wastes and water befouled by house use and laundry and other washing or by fecal or urinary discharges of human beings and animals. Such wastes and foul water are defined and designated as sewage; and all sewers for the taking care of such wastes and foul water discharges shall be known as sanitary sewers.
[CC 1997 §23-2]
Stormwater sewers and sanitary sewers shall be entirely separate and distinct in construction, use and operation.
[CC 1997 §23-3]
Stormwater sewers may consist of natural or artificial watercourses, open, underground or covered, whether located on or traversing private grounds or on public streets, alleys or other public places.
[CC 1997 §23-4]
No person shall discharge or allow the discharge of any sewage into any stormwater sewer or to destroy, injure, obstruct or change the course of any such sewer; except, that any landowner may straighten or otherwise improve such course within his/her own grounds, if he/she shall first have procured a permit from the Board of Aldermen authorizing such change.
[CC 1997 §23-5]
Sanitary sewers shall be in closed channels of suitable material and constructed under the authority or permission of the City. From all sanitary sewers, all drainage water from roofs, cisterns, yards, lawns and public places and all ground or spring water shall be rigidly and carefully excluded. No person shall destroy, injure, obstruct, excavate around or open any sanitary sewer or discharge or allow to be discharged into such sewer any drainage water. This Section shall not be construed to forbid connections being made with sewers under permit granted by the City.
