Any person constructing any pipe sewer in this City shall so construct the same that it shall conform with the specifications required by the Metropolitan Sewer District.

A. 
Before any person shall construct any pipe sewer in this City, such person shall:
1. 
Present to the Board of Aldermen, for approval, detailed plans showing the work that is proposed to be done, together with sufficient supporting data as will enable the City Engineer to check and pass upon the design; and
2. 
Secure from the City Clerk a written permit to construct the pipe sewers in accordance with the approved plans and specifications; provided that the City Clerk shall not issue the permit until after the Board of Aldermen has approved the detailed plans mentioned in this Section.

Before any person shall construct any pipe sewer within this City, such person shall file with the City Clerk a public liability insurance policy in the amount of one million dollars ($1,000,000.00) combined single limit issued to such person and the City, jointly or severally, as the assured and insuring such person and the City against liability incurred on account of personal injury or property damage in any way caused or brought about by the negligence of such person or the City or any of their agents, officers or employees. The premium on the policy of insurance shall be paid for by the person to whom the permit to construct such pipe sewer was issued.
