A. 
The Board of Aldermen of the City of Plattsburg hereby directs that fallout protection be incorporated in all public buildings or other structures to be constructed within the City of Plattsburg unless exempted from such shelter requirement in accordance with Subsection (B) of this Section.
B. 
The Mayor and Board may exempt buildings or structures from this requirement by means of letter when such incorporation of fallout shelter will create an additional net cost in the construction in excess of twelve percent (12%) of the estimated cost thereof without shelter so incorporated.
C. 
It shall be the policy of the City of Plattsburg that fallout shelters be incorporated in all public buildings of the City of Plattsburg to the fullest extent practicable, in order to provide protection against radiation for the greatest number of people in the event of nuclear attack.
A. 
Any new construction and alterations, as such term is defined by either the uniform building code or building officials and code administrators code, to existing buildings and structures within Plattsburg begun after January 1, 1991, shall comply with the standards for seismic design and construction of the building officials and code administrators code or of the uniform building code.
B. 
The provisions of Sections 319.200 to 319.207, RSMo., shall apply to:
1. 
All buildings upon which construction was begun after January 1, 1994, for which leases are executed by political subdivisions of this State;
2. 
All buildings upon which construction was begun after January 1, 1994, for which leases are executed by the State or any institution of higher education, except that, this subdivision shall apply only to twenty-five percent (25%) of such leases executed between the effective date of this Section and January 1, 1996, and fifty percent (50%) of such leases executed between January 1, 1996, and January 1, 1998, and seventy-five percent (75%) of such leases executed between January 1, 1998 and January 1, 2000, and after January 1, 2000, this subdivision shall apply to all leases. The commissioner of administration shall determine which leases shall be subject to the percentages established by this subdivision.
C. 
The provisions of Sections 319.200 to 319.207, RSMo. shall not apply to:
1. 
Any building owned by the State, any institution of higher education, or any political subdivision upon which construction was begun or finished before August 28, 1991;
2. 
Any private structure with less than ten thousand (10,000) square feet in total area, except that this subdivision shall not operate to prevent a city, town, village or county from adopting an ordinance or order requiring that private structures with less than ten thousand (10,000) square feet in total area comply with seismic design and construction standards of either the uniform building code or the building and code administrators code; and
3. 
Any single-family or duplex residence.

A. 
All buildings of whatever nature in the City of Plattsburg, Missouri, shall hereafter be numbered according to map and survey as made by the Sanborn Map Company and in accordance with numbering system as set out in Subsection (C).
B. 
All persons shall within a reasonable time place in a prominent place on their residences or places of business numbers in compliance with those set forth on said pages attached.
C. 
House Numbering For Plattsburg, Missouri.
1. 
Base line for north and south streets shall be Broadway beginning with 100 for the first block, the next block 200 series, etc. Odd numbers on east side of streets and even numbers on west side.
2. 
Streets that run both north and south of Broadway shall have the prefix N. or S.
3. 
Baseline for east and west streets shall be Main Street with 100 series for first block, 200 series for second block series, etc., to west of Main shall conform with numbered streets. Viz block west of Seventh Street shall be 700 series.
4. 
Odd numbers on south and even numbers on north side of streets.
5. 
Numbers with very few exceptions are same as numbers now in use and official number for each building shall be as shown on 1949 Edition of The Sanborn Insurance Map.
