Inspection
fees and zoning use permit fees to read as follows:
1.
Building permit, residential: $.40 per square foot.
2.
Building permit, commercial: $.40 per square foot.
3.
Alter, remodel, extend or add on: $.30 per square foot.
4.
New construction of a main or principal structure (garage, etc.):
$.40 per square foot.
5.
Accessory structure (metal tool shed, etc.): $.20 per square foot
($35.00 minimum).
a.
Accessory structure larger than twenty four hundred (2,400) square
feet used for agricultural uses located on parcels of land that are
twenty (20) acres or greater in land area that are located in AG (Agricultural)
zoning districts within the City of Plattsburg shall be charged a
flat fee of one hundred fifty dollars ($150.00) for a building permit.
Accessory structures less than seven hundred fifty (750) square feet
shall be charged in accordance with the rate established in item (5)
above. Accessory structures on AG parcels less than twenty (20) acres
shall be charged in accordance with item (5) above. Accessory structures
with living quarters, finished shop areas or finished storage areas
may also be charged in accordance with the building and permit fees
applicable to such use and for the specific inspections that may be
required.
6.
Move existing structure to another lot ($10,000.00 performance bond
required): $35.00.
7.
Wrecking or demolition: $35.00.
8.
Change in use: $35.00.
9.
Electrical, plumbing, mechanical (new construction): $100.00.
10.
Electric, plumbing, mechanical (major remodel): $35.00.
11.
Re-Roof: $35.00.
12.
Retaining wall: $35.00.
13.
Window or siding (major remodel): $35.00.
14.
Decks: $35.00.
15.
Re-Inspection: $35.00 each trip.
16.
Administration (repeat violations): $35.00 each.
B.
Permit Required — When.
1.
No construction will be started prior to obtaining all required permits.
C.
A building
permit sign (furnished by zoning officer) will be posted at the front
of the building site so as to be visible from the road and will be
maintained throughout the construction period.

B.
Such
temporary reduction shall remain in effect for all building permits
paid for prior to July 1, 2010, at which time building and utility
connection fees shall automatically revert to the fees charged for
such services/permits that were in effect on July 1, 2007.

A.
The "Proposed Price Schedule — Public Works Services" set out in Subsection (D) is adopted as the standard rates to be charged for the services, labor, material and equipment identified therein.
B.
The
City Clerk is hereby authorized and directed to post said "Price Schedule" in a prominent place at City Hall and to
make copies available upon request.
C.
The
City Administrator is further authorized and directed to establish
such rates or fees as he or she deems necessary and appropriate to
obtain full reimbursement to the City for any work, services, labor,
equipment or materials provided to or for the benefit of privately
owned real property, to the extent not otherwise contemplated by or
set forth in the "Price Schedule".

Both the long and short side meter set fees are established
at a level that will fund City labor and material costs for installing
utility service as long as no street cut is required. However, since
a full or partial street cut may be required on any service installation
depending upon the location of the service mains, the City shall require
a full street cut deposit on all long side installations and a partial
street cut deposit on all short side installations prior to issuing
a building permit for that location. If they are completed with no
road cuts, the City shall refund the street cut deposit to the applicant.
If a road cut is required, the City shall retain that portion of the
road cut deposit in accordance with the road cut fee schedule established
herein. This provision shall be applicable to all permits issued on
or after July 1, 2004.

Culverts

Customer supplies road tube, City installs at no cost for tubes
twenty-four (24) inches in diameter or less. Tubes larger than twenty-four
(24) inches in diameter shall be installed on a time and materials
basis.

Standard Rates Schedule: The City shall not compete
with private individuals and companies providing services similar
to those provided by the City Public Works Department. The City shall
provide these services to private individuals only in the case of
public emergencies, such as natural disasters, when the Mayor determines
that such provision is for the general good of the community or when
such services are not reasonably available from a private contractor
or individual. A higher cost of service if that service is provided
by a private contractor or individual does not in itself create a
requirement for the City to provide such service.

In the event the City does provide services to private individuals,
the following standard rate schedule shall apply:
