A.
The
Board of Aldermen hereby establish a local housing stimulus program
that will use City funding resources to reduce the risk to builders
in constructing affordable, single-family residences on existing lots
within the City limits of the City of Plattsburg.
B.
Such
program shall provide not more than ten thousand dollars ($10,000.00)
in City funds as a risk guarantee to any one (1) affordable home project
and shall apply to not more than four (4) such projects.
C.
The
City Administrator is directed to develop and implement procedures
and documents for executing such program; however, such procedures
shall at a minimum include the following eligibility and selection
criteria:
1.
Eligibility criteria. Builders, homes and lots must
meet the following eligibility criteria:
a.
General contractor must have possessed a City of Plattsburg contractor's
occupation license at least one (1) of the past five (5) years.
b.
Construction plans, standards and practices must result in a home
that is qualified for FHA housing assistance financing.
c.
Home must be built on an existing lot (or lot that can be created
with a simple lot split) within the City of Plattsburg (or which is
voluntarily annexed into the City prior to project award).
d.
Natural gas service/natural gas heat.
2.
Selection criteria. Competitive proposals will be
evaluated by City staff using the following criteria:
a.
Compliance with eligibility criteria listed above.
b.
Base sales cost to be guaranteed.
c.
Builder's proof of financing if selected.
d.
Lot control or lot control plan.
e.
Impact on existing prices/neighborhood.
f.
Local hiring plan.
g.
Local materials purchase plan.
h.
Time frame of beginning construction/planned completion date.
i.
Architectural features of existing home.

The City Administrator may establish and implement other criteria
as may be needed to protect the public good and to implement this
program.

D.
Not
more than one (1) project and guarantee shall be awarded to any single
eligible builder.
E.
The
Board of Aldermen reserve the right to approve all awards, guarantees
and contracts related to this program.
