There shall be a Planning and Zoning Commission for the City. Such Commission shall consist of seven (7) citizen members, together with the Mayor, a member of the Board of Aldermen selected by the Board of Aldermen, and the Director of Building and Zoning or similar City Official as may be designated by the Mayor. The citizen members of the Commission shall be appointed by the Mayor, with the approval of the Board of Aldermen. The Mayor, Alderman and City Official designated by the Mayor shall serve as non-voting members.

The term of office of the citizen members of the Planning and Zoning Commission, after the expiration of the initial members' terms, shall be four (4) years. Any vacancy in a position of citizen member shall be filled for the unexpired term. Any citizen member may be removed by the Board of Aldermen for cause stated in writing and after public hearing.

There shall be a regular meeting of the Planning and Zoning Commission on the second Monday of each month. There shall be such special meetings as may be determined to be appropriate by the Chairman of the Commission or the Mayor.

The Planning and Zoning Commission shall elect from among its citizen members a Chairman, Vice Chairman and Secretary. The Commission may adopt such rules of procedure and regulations as are not inconsistent with the laws of the State and the ordinances of the City as the Commission deems necessary and appropriate to carry out the duties prescribed for it.

A. 
The Planning and Zoning Commission shall perform the following duties:
1. 
Review every application for change of zoning classification, including special permit requests, and for change of zoning regulations and make written recommendations to the Board of Aldermen in connection with same;
2. 
Review all proposed subdivision plats and make written recommendations to the Board of Aldermen concerning same;
3. 
Participate in the making of surveys and studies for the development of a comprehensive plan for the City;
4. 
Perform such other duties as are prescribed for it by the Mayor and Board of Aldermen.
