Except where otherwise provided by signs, no person shall operate a vehicle in the City in excess of twenty (20) miles per hour.
No person shall drive a motor vehicle at such a slow speed as to impede or block the normal and reasonable movement of traffic, except when reduced speed is necessary for safe operation or in compliance with law. Peace Officers may enforce the provisions of this Section by directions to drivers, and in the event of apparent willful disobedience to this provision and refusal to comply with direction of an officer in accordance herewith, the continued slow operation by a driver is a misdemeanor.
No person shall operate a motor vehicle upon those portions of the roadways which are set forth and described in Schedule I at a rate of speed in excess of that speed limit set for such portions of the roadways by said Schedule.

No person shall drive a vehicle at a greater speed than reasonable and prudent, having due regard to the traffic, its character, its volume, the surface of the street or roadway, the width of the street or alley, and the hazard or danger at intersections and any other conditions then existing. Every driver shall exercise the highest degree of care particularly in driving at a rate of speed so as not to endanger the life, limb and property of any persons.

The Board of Aldermen shall post at all entrances to this City signs with black letters four (4) inches high and one (1) inch wide on a white background, indicating the speed limits provided in Sections 320.030 and Schedule I of this Title, and at all entrances to school zones, signs indicating the speed limits provided in Section 320.060.

No person shall operate or drive a motor vehicle in a designated school zone at a rate of speed in excess of fifteen (15) miles per hour.

No person shall operate or drive a motor vehicle in a designated school/park zone at a rate of speed in excess of twenty (20) miles per hour, between 7:00 A.M. and 6:00 P.M., Monday through Friday. The areas designated as school/park zones shall be described in Schedule I, Table I-B.
