As used in this article, the following terms shall have the meanings indicated:
FOWL
Includes birds of any kind, edible or otherwise, wild or domestic, including any winged or flying birds or animals, except canaries, parakeets and parrots.

No live fowl shall be kept within the Borough without a license issued by the Board of Health of the Borough, as hereinafter set forth.
No fowl shall be allowed to run at large in the Borough.
A. 
Each license issued pursuant to the provisions of this article shall expire on December 31 of each year.
B. 
The fee for each license or renewal thereof shall be as provided in Chapter 635, Fees, Health.

Each license issued pursuant to the provisions of this article may be revoked by the Board of Health of the Borough, after due notice and hearing, for violation of the provisions of this article or of any ordinance of the Borough or of any state or federal law applicable thereto.
All fowl shall be contained in a suitable enclosure, which shall be kept in a clean and sanitary condition. All such enclosures shall be subject at all times to inspection by the inspectors of the Board of Health of the Borough.
A. 
With respect to poultry, all poultry houses shall have an enclosed runway. The coop and runway thereof shall be kept in a clean and sanitary condition and shall be subject at all times to inspection by the inspectors of the Board of Health of the Borough.

B. 
The provisions of §§ 625-2 and 625-3 and of Subsection A of this section shall not apply to any person regularly engaged in the business of dealing in fowl.

Any person who violates or neglects to comply with any provision of this article or notice issued pursuant thereto shall, upon conviction thereof, be liable to a penalty of not less than $25 nor more than $500 for each violation and shall be liable to imprisonment as provided by law.
