A. 
The Street Department Supervisor shall be hired by the Mayor and Board of Aldermen and shall serve at the pleasure of the Mayor and Board of Aldermen.
B. 
The Street Department Supervisor shall have experience in municipal operations including experience in a supervisory capacity; a commercial driver's license; knowledge in streets and sewer operations and maintenance, including knowledge of all City equipment, hydraulics in any such equipment, knowledge about lift stations and the City's drainage system, knowledge of safety rules and regulations, the operation of a cutting torch, flat concrete work and shall have the ability to work from blueprints; or any equivalent combination of experience and training which would provide the required knowledge, skills and abilities. The Street Department Supervisor shall possess a Class E Chauffeur's License and be CDL qualified.
C. 
The Street Department Supervisor shall be responsible for providing administrative direction to varied street and sewer programs including, but not limited to, street services; equipment service and repair; municipal buildings and grounds including parks; municipal inspections and related operations. Responsibilities will include the implementation of any short- and long-term maintenance programs and which may be instituted by the Board of Aldermen with the guidance of the Public Works Coordinator. The Street Department Supervisor will be responsible for supervising and coordinating activities of the departments subject to his/her direction, exercising supervision over those departments, employees and related activities. The duties of the Street Department Supervisor shall be subject to the general direction of the Mayor and Board of Aldermen.
D. 
The Street Department Supervisor will either be a salaried position or an hourly position as may be determined by the Board of Aldermen of the City of Herculaneum from time to time either by ordinance or by resolution of the Board of Aldermen as may be reflected in the minutes of the Board of Aldermen. In the event the Board of Aldermen determines that the position of Street Department Supervisor is a salaried position, then the Street Department Supervisor shall not be entitled to overtime, except as may be specifically required by State or Federal law. In the event it is provided that the Street Department Supervisor shall be an hourly position, then all provisions of the Municipal Code of the City of Herculaneum, State Statute and Federal law with respect to hourly employees shall be applicable.
E. 
The Board of Aldermen may propose a wage increase based upon the City's financial status and performance of the Street Department Supervisor. The Street Department Supervisor shall be on call for emergencies in the City and, if unavailable, shall notify the Public Works Coordinator. Approved overtime or compensation time shall be paid in accordance with the law, if the Street Department Supervisor is an hourly employee. The Street Department Supervisor shall contact the Public Works Coordinator before he/she works any overtime in said department. If the Supervisor cannot reach the Public Works Coordinator, then he/she shall contact the Mayor.
F. 
The Street Department Supervisor assigns and exercises specific supervision over municipal employees engaged in a wide variety of public works activities including street construction, maintenance and repair, storm sewer maintenance and repair, sewer and lift station maintenance and repair, equipment maintenance and repair and municipal inspections. The Street Department Supervisor shall also review departmental organization and personnel distribution to effect the most efficient and economical utilization of available personnel. The Street Department Supervisor shall, at the request of the Public Works Coordinator or as circumstances may require, attend meetings of the Board of Aldermen to discuss current work problems, policy changes, safety and other pertinent matters. The Street Department Supervisor shall make recommendations for the repair and replacement or renewal of equipment. He/she shall also write proposals and specifications for materials, supplies and equipment required for City projects. The Street Department Supervisor shall answer a wide variety of correspondence and investigate any major or controversial complaints. The Street Department Supervisor shall also make annual budget proposals, prepare any required reports, prescribe general rules and regulations and administrative policies for programs under his/her supervision at the direction of the Public Works Coordinator and exercise budget control and perform related work as required. The Street Department Supervisor will receive a minimum of two (2) hours overtime if required to attend the Board of Aldermen meetings. The Street Department Supervisor shall also initiate all budget requests and recommendation to the City for the hiring of personnel and the purchasing of equipment. The Street Supervisor shall also supervise any work related to maintenance and upkeep of City parks and shall work in coordination with the Water Department Supervisor concerning leaks and water line problems and water line construction and maintenance.
G. 
The Street Department Supervisor shall have the authority to take disciplinary action against any employee of his/her department if he/she deems necessary. All disciplinary action shall be immediately reported to the Public Works Coordinator. The Mayor and the Board of Aldermen may take such further action as is allowed by the Herculaneum Municipal Code and the Herculaneum Employee Manual.
H. 
The Street Department Supervisor shall be covered by all fringe benefits provided by the City.
I. 
The Public Works Department employees shall consist of the Director of Public Works, a Public Works Supervisor, and public works workers of three (3) class levels, Class I, Class II and Class III.
J. 
The Public Works workers of class levels Class I, Class II and Class III are under the immediate supervision of the Public Works Supervisor and shall report to the Public Works Supervisor, unless otherwise directed by the Director of Public Works.
K. 
The Public Works Supervisor is under the Director of Public Works and shall report to the Director of Public Works.

The Water Works Supervisor shall be hired by the Mayor and Board of Aldermen and shall serve at the pleasure of the Mayor and Board of Aldermen.

The Water Works Supervisor should have experience in municipal water works including experience in a supervisory capacity; a commercial driver's license; knowledge in water works, an appropriate C or D water operator's license granted by the Missouri Department of Natural Resources; and any equivalent combination of experience and training which would provide the required knowledge, skills and abilities.
C. 
The Water Works Supervisor shall be responsible for providing supervisory direction to water works within the City of Herculaneum including, but not necessarily limited to, water equipment service and repair; municipal inspections and related operations; initiating and administrating short- and long-term maintenance programs for the City water works as may be mandated by the Board of Aldermen of the City of Herculaneum at the direction of the Public Works Coordinator or otherwise. Said Water Works Supervisor shall be responsible for supervising and coordinating the activities of the Water Department and exercising supervision over the employees of the Water Department, all subject to the direct supervision of the Public Works Coordinator and the general direction of the Mayor and the Board of Aldermen. The Water Works Supervisor shall address all issues related to operation of the water system including, but not limited to, contacting customers when leaks develop in City lines connected to homes or businesses, addressing all issues concerning repair and maintenance related to the water works, draw samples and take any other steps necessary for the testing of the City's water supply, reading meters, respond to customer complaints and concerns, and any other specific duties as may be set forth by the Public Works Coordinator from time to time. The Water Works Supervisor shall be on call twenty-four (24) hours a day, seven (7) days a week other than during vacation.
D. 
The Water Works Supervisor will either be a salaried position or an hourly position as may be determined by the Board of Aldermen of the City of Herculaneum from time to time either by ordinance or by resolution of the Board of Aldermen as may be reflected in the minutes of the Board of Aldermen. At the request of the Public Works Coordinator or as circumstances may require, the Water Works Supervisor shall attend meetings of the Board of Aldermen to discuss current water problems, policy changes, safety and other pertinent matters. The Water Works Supervisor shall review equipment needs and make recommendations for the repair and replacement or renewal of equipment. The Water Works Supervisor shall answer any correspondence directed to the Water Department as directed by the Public Works Coordinator. He/she shall investigate major and controversial complaints with respect to the Water Department. He/she shall help develop an annual budget proposal and prescribe general rules and regulations and administrative policies for the Water Department under the direction of the Public Works Coordinator and with the guidance of the Board of Aldermen and Mayor where appropriate. The Water Works Supervisor will receive a minimum of two (2) hours overtime if required to attend the Board of Aldermen meetings.
