In interpreting and applying the provisions of this Title, shall
be held to be the minimum requirements for the promotion of the public
health, safety, morals, comfort or general welfare. It is not intended
by this Title to interfere with or abrogate or annul any easements,
covenants or other agreements between parties, or any statute, local
ordinance or regulation, except that if this Title imposes a greater
restriction or higher standard then this Title shall control.

If any Section, Subsection, sentence, clause or phrase of this
Title is for any reason held to be invalid by any court of competent
jurisdiction, such decision shall not affect the validity of the remaining
portions of this Title.

All orders or regulations or parts thereof in conflict with
any of the provisions of this Title are hereby repealed insofar as
the same are in conflict with the provisions hereof.
