A.
Whenever
any street, sidewalk or alley in the City is obstructed by work being
done by the City, or street, sidewalk or alley being closed for any
reason by an order of any duly authorized officer or official of the
City, such obstruction shall be blocked off by appropriate barricades.
Such barricades shall be placed by or on the order of the Work Supervisor,
the Chief of Police, or the Mayor.
B.
Whenever
barricades are placed upon any street, sidewalk or alley in the City,
no person shall move, alter, molest, drive around or in any way disturb
such barricades.
C.
The
penalty for the violation of any provisions in this Section shall
be a misdemeanor and punishable upon conviction, by a fine of not
less than five dollars ($5.00) nor more than one hundred dollars ($100.00).

A.
It shall be unlawful for any person to allow, permit or cause any obstruction of any public sidewalk in the City, and it shall likewise be unlawful for any person to allow, permit or cause any object to be placed upon any public sidewalk in the City except as provided by Section 520.030.
B.
Each
day that any object or obstruction on any sidewalk in the City remains
in violation of the provisions of this Section shall be considered
and construed as a separate and distinct violation and each person
found guilty of allowing, permitting or causing such obstruction unlawfully
to be on the open and public sidewalk of the City shall, upon conviction,
be guilty of a misdemeanor.

Upon application in writing, the City Council, by a majority
vote of the councilmen present at a special or regular meeting of
the Council, may issue a special permit for the purpose of allowing
certain persons within the City to place objects upon the open and
public sidewalks of the City, provided, that such shall be done from
time to time for the general welfare and only for a temporary period
of time, all as provided in the application and in the resolution
of the Council hereinabove set forth.

A.
It
shall be unlawful for any person to erect upon or along any of the
public streets of the City any poles or other obstructions for the
purpose of stringing wires along or upon any such street, and it shall
be unlawful for any person to rebuild any pole line now located upon
and along such public streets.
B.
All
pole lines and other obstructions necessary to be erected in the City
shall be erected in the alley ways of the City, and where there are
no alley ways, poles may be erected in the streets, but only upon
the approval of the City Council and under the direction of the City
Council, and at such places as the City Council may designate, and
no other.

No awning within this City shall be built, constructed, used
or maintained or allowed by any person whether owner, occupant or
person in charge of the property, in front of or along the side thereof
to be or remain in a condition dangerous, annoying or inconvenient
to the public, or at a less elevation than eight (8) feet from any
sidewalk or alley. Any person violating any of the provisions of this
Section shall be deemed guilty of a misdemeanor.

Any person who shall hoist on the outside of any building and
over any street, avenue, alley, sidewalk or thoroughfare within this
City any merchandise or other articles without having a watchman stationed
to warn passersby, shall be deemed guilty of a misdemeanor; provided,
that nothing in this Section shall be so construed as to include persons
engaged in the construction or repair of any building or the employees
of such persons when such work is being done in conformity with the
provisions of this Code and other ordinances pertaining to such work.

Any person who shall within this City suffer or permit any cellar
door or grating opening upon any sidewalk, street, avenue, alley or
thoroughfare to be and remain open or in an unsafe condition whereby
persons may be endangered of falling in or over such cellar door or
grating shall be deemed guilty of a misdemeanor.

It shall be unlawful for any person hauling dirt, loam, gravel,
rock, coal, ashes, cinders or other material to permit the same to
be deposited, scattered or strewn upon the public streets, avenues,
alleys or thoroughfares of the City.

Any person who shall within this City throw or place upon any
street, avenue, alley, sidewalk, or thoroughfare any stone, glass,
iron, nails, tacks, wire or other metal substance whereby dumb animals,
persons or vehicles of any kind or character may be injured or damaged
shall be deemed guilty of a misdemeanor.

No person shall allow, permit or cause water to drain from within
any building onto any street, sidewalk or alley within the City.

No motor vehicle equipped with lugs or metal tracks shall be
parked, driven or operated on any street or alley in the City.

It shall be unlawful for any person to lead, drive, hitch or
cause to be driven any horse, animal or vehicle of any kind whatsoever,
whether horse drawn or motor driven or drawn, over, along, upon or
across any street, avenue, alley or public place or public way or
any part thereof within this City during the process of construction
thereon of any pavement, sidewalk or curb or while the pavement, sidewalk
or curb thereon is being resurfaced, repaired or constructed. It is
hereby made the duty of every contractor or person having charge of
the construction of any pavement, sidewalk or curb on any street,
avenue, alley or public way within this City to put up and maintain
at the ends of such improvements and at all cross and intersecting
streets and alleys suitable and sufficient barriers and obstructions
to prevent the riding and driving of horses and vehicles of any kind
whatsoever, whether horse drawn or motor driven or drawn, over and
across such streets until the pavement, sidewalks and curbs being
constructed thereon shall have been completed and opened to the public.
Any person violating the provisions of this Section shall be deemed
guilty of a misdemeanor.

Any person who shall within this City fail, neglect or refuse
to keep the paved or plank sidewalk or the gutter in front of the
buildings, tenements, rooms or real property owned or possessed by
him or under his management or control swept clean of mud, filth,
dirt or snow or ice and clear and clean of weeds and grass shall be
deemed guilty of a misdemeanor.
