There is created in the City of Pleasantville the Department
of Revenue and Finance, which will include those divisions of the
City government and those functions assigned to the department by
the City Council in accordance with this chapter. It is intended that
the department include the functions of the office of the Chief Financial
Officer and the Tax Collector.
A.
Creation of office. The office of Chief Financial Officer is hereby
created in and for the City of Pleasantville pursuant to the provisions
of N.J.S.A. 40A:9-140.1 et seq. He shall possess the qualifications
set forth therein. The Chief Financial Officer shall serve as the
department head of the Department of Revenue and Finance.
B.
Appointment. The Chief Financial Officer shall be appointed by the
City Council and shall serve in accordance with the provisions of
N.J.S.A. 40A:9-140.8.
C.
Previous appointment. Any person serving as Chief Financial Officer
at the time of the adoption of this chapter shall continue in such
position without the need for reappointment and shall maintain all
rights to the office as have been acquired prior to the adoption of
this chapter.
D.
Supervision. The Chief Financial Officer shall be under the supervision
of and responsible to the City Administrator in all actions relative
to the duties and responsibilities of said office to the extent not
prohibited by law.
E.
Duties. The Chief Financial Officer shall oversee financial operation
of the City of Pleasantville. The Chief Financial Officer shall also
perform all duties normally ascribed to the Chief Financial Officer,
including all the functions, powers and duties as provided by general
law and City ordinances. Additionally, the Chief Financial Officer
shall perform all the following:
(1)
Keep and maintain books and records of the Division of Local Finance
in the Department of Community Affairs of the State of New Jersey.
(2)
Have custody of all public moneys of the City.
(3)
Make monthly reports to the City Council of all receipts, expenditure,
commitments and unexpended appropriations.
(4)
All moneys received from any source by or on behalf of the City or
any department, board, office or agency thereof, except as otherwise
provided by City ordinance, shall be paid to the Chief Financial Officer
who shall, by the next ensuing bank day after their receipt, deposit
them in the authorized public depository of the City to the credit
of the proper account.
(5)
Maintain a central payroll system and all social security, FWT, SUI,
pension and insurance records required for municipal personnel.
(6)
Prepare, on a monthly basis, a statement of the unexpended and unencumbered
balance in each account.
(7)
Assist in the preparation of the City budget.
(8)
Perform all general and budgetary accounting and fiscal controls
and such other duties as may be assigned.
F.
Compensation. The Chief Financial Officer shall receive as compensation
the amount set forth in the salary ordinance for that position.
G.
Deputy Tax Collector. The Chief Financial Officer shall serve as
Deputy Tax Collector for the City and shall be responsible for securing
licensure or certification for such position within one year from
the adoption of this chapter or within one year from appointment to
the position of Chief Financial Officer.
A.
Creation of office. The office of Municipal Tax Collector is hereby
created in and for the City of Pleasantville pursuant to the provisions
of N.J.S.A. 40A:9-141 et seq. The Municipal Tax Collector shall serve
as deputy department head of the Division of Revenue and Finance.
B.
Appointment; term; removal from office.
(1)
The Municipal Tax Collector shall be appointed by the City Council
and shall serve for a term of four years pursuant to N.J.S.A. 40A:9-142.
At the time of appointment, the Tax Collector shall be certified by
the State of New Jersey as Municipal Tax Collector.
(2)
Any vacancy in the office of Municipal Tax Collector shall be filled
by appointment by the City Council.
(3)
The Municipal Tax Collector shall not be removed from office except
in accordance with N.J.S.A. 40A:9-145.8, which statute is incorporated
herein by reference.
C.
Supervision. The Tax Collector shall be under the supervision of
and responsible to the Chief Financial Officer in all actions relative
to the duties and responsibilities of said office to the extent not
prohibited by law.
D.
Duties. The Tax Collector shall have and perform and discharge all
functions, powers and duties prescribed for tax collectors by general
law and by City ordinance. The Tax Collector shall receive and collect
all moneys assessed or raised by taxes or assessments for any purpose.
The Tax Collector shall keep proper record and shall report to the
Director of the Department of Revenue and Finance on a monthly basis
all receipts and deposits made.
E.
Compensation. The Municipal Tax Collector shall receive as salary
such sums as may be fixed and adopted by the City Council in the annual
salary ordinance.
F.
Deputy Chief Financial Officer. The Tax Collector shall serve as
Deputy Chief Financial Officer for the City and shall be responsible
for securing licensure or certification for such position within one
year from the adoption of this chapter or within one year from appointment
to the position of Tax Collector.
There is created in the City the position of Deputy Tax Collector.
The Chief Financial Officer shall serve as the Deputy Tax Collector
and shall secure such licenses or certification as required within
one year from the adoption of this chapter or within one year of the
appointment to such position by City Council.
A.
Creation of office. There is created in the City the position of
Municipal Tax Search Officer pursuant to N.J.S.A. 54:5-11.
B.
Duties. The Municipal Tax Search Officer shall examine municipal
records as to unpaid municipal liens and shall certify the results
of such examination. Such examinations shall be conducted in accordance
with N.J.S.A. 54:5-11 et seq.
A.
Creation of Office. Pursuant to N.J.S.A. 54:5-18.1 et seq., there
is created in the City the position of Municipal Assessment Search
Officer.
B.
Duties. The Municipal Assessment Search Officer shall examine municipal
record and provide official certificates of searches as to municipal
improvement authorized by ordinance of the municipality, but not assessed,
affecting any parcel or tract of land in said municipality in that
future assessment will be made thereon pursuant to such ordinance.
Any and all positions, created and provided for in the Department
of Revenue and Finance, which positions are authorized by the statutes
of the State of New Jersey, shall be administered, and the person
appointed shall function within the parameters of such state statutes
which are incorporated herein by reference.
