There shall be and is hereby established a committee consisting
of five members to be known as the "East Greenwich Historic Cemetery
Advisory Commission."
The purpose of the Historic Cemetery Advisory Commission shall
be as follows: The Commission shall maintain an inventory of historical
cemeteries within the Town; the Commission shall work to increase
awareness among affected property owners and the general public about
the importance of such sites; the Commission may formulate, develop
and recommend plans and programs to restore, rehabilitate and maintain
historical cemeteries; the Commission may recommend to the Town Council
any actions, including ordinance amendments, as may be necessary to
implement such plans and programs; the Commission shall investigate
sources of funds to carry out its plans and programs, including fund-raising,
grants, Town Council appropriations, and/or sponsorships.
The membership shall be comprised of five members who are qualified
electors of the Town of East Greenwich. Such members shall be appointed
by the Town Council from among a group of actively interested citizens.
Membership terms shall be staggered. Initially, the Council shall
appoint one member for a one-year term, two members for a two-year
term, and two members for a three-year term. Thereafter, each term
shall be for three years with appropriate term limits applying.

The Commission shall annually elect a Chairperson and a Vice Chair
from among the membership.

The Commission may adopt rules of procedure as it deems necessary
for its own governance.

Meetings of the Commission shall be open to the public, and the Commission
will meet at the request of the Chairperson as often as it sees fit.
D.Â
The Commission shall keep a record of its proceedings and actions,
which shall be on file and open to public inspection at the Town Hall.

A simple majority of members of the Commission shall constitute a
quorum, and the concurring vote of a simple majority of those members
present and eligible to vote at a meeting shall be required to pass
on any issue.
